Job Description

Duties

  • Critical Plans, organizes, and directs the activities of Current Operations Flight, ensuring that office operational capabilities complies with legal and regulatory requirements and meets customer needs.
  • Critical Exercises supervisory personnel management responsibilities. Advises and provides counsel toemployees regarding policies, procedures, and directives of management.
  • Critical Represents the 62 AW for all Current Operations matters at various conferences, meetings, and one-on-one dealings with HQ AMC Staff Divisions, other DoD component forces leadership, and other Federal and Stateorganizations concerning the use of C-17 airlift resources.
  • Critical Applies Air Force military experience while serving as senior technical expert and focal point for airoperations policies and requirements.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • May occasionally be required to work other than normal duty hours and/or Shift work maybe required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain Secret Clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • C-17 aviator experience with comprehensive knowledge of the aircraft performance capabilities and limitations is highly desirable.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and substantial skill in applying an extensive body of airlift/air transportation regulations, methods and practices. Significant experience in worldwide flight planning and interpretation of flying instructions and issues affecting flight safety. Comprehensive knowledge of C-17 performance capabilities and limitations. Heavy transport aircraft (C-5/C-17) aircrew experience essential to perform duties successfully. Mastery knowledge of C-17 aircrew management policies, procedures and regulations governing crew rest, flight training/limitations, crew composition requirements for various mission types, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods. Practical knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to analyze the work (Global Decision Support System (GDSS), Single Mobility System (SMS), Airlift Mission Planning (AMP), Air Refueling Scheduling Tool (ARST), McChord Scheduled Training Advisory Tool (McSTAT), FAA's Military Airspace Data Entry (MADE),etc.). Practical knowledge of office software and equipment to include Microsoft Excel, PowerPoint, and basic word processing to support office operations and produce a variety of reports and briefings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

2. 3. 4. Considerable skill planning, organizing work, meeting deadlines and leading small teams in a fast-paced and dynamic environment. Ability to communicate effectively, both orally and in writing, to include the ability to provide presentations and briefings to senior leadership. Skill in gathering and analyzing data, developing metrics and reports, and providing advice and technical guidance to installation leadership and organizations.
5. Extensive ability to autonomously coordinate complex issues and resolve a variety of difficult problems, often involving different and unrelated functions. Significant skill in effectively engaging with base, MAJCOM, DoD and other government agencies, resolving conflicts and negotiating positions while representing the Operations Group/Wing Commander's perspective. Considerable tact and solid judgment are essential to perform duties effectively while under pressure of heavy workload involving multiple taskings and short deadlines.
6. Ability to assimilate the entirety of diverse C-17 operational factors including human factors to mitigate or eliminate operational risk. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
