Position Overview
The Principal Recruiter plays a critical role in identifying, engaging, and securing both cleared and non-cleared professionals to support Government contracts. This role demands advanced recruitment capabilities, strategic workforce planning, and exceptional communication skills to build and maintain a pipeline of top talent aligned with organizational objectives. The Principal Recruiter is responsible for implementing and employing innovative sourcing strategies, conducting market research, and collaborating with internal teams to ensure timely and successful staffing for mission-critical projects. Success in this position requires a proven ability to manage complex recruitment processes, design efficient operational strategies, and adapt to dynamic business needs.

Responsibilities
- Build and maintain strong relationships with hiring managers and the PMO team to align recruitment strategies with organizational goals.
- Partner with stakeholders to develop and execute workforce planning initiatives and recruiting objectives.
- Utilize cutting-edge recruitment techniques, including advanced Boolean search methodologies, professional networking platforms, resume databases, and internet research to identify specialized and hard-to-find candidates.
- Conduct outreach and initial candidate screenings to assess qualifications and secure engagement.
- Build and maintain a high-caliber pipeline of qualified candidates to meet accelerated timelines and address niche skill requirements.
- Conduct comprehensive salary surveys and market research to provide competitive compensation data, supporting proposal teams in pricing strategies.
- Collaborate with proposal and PMO teams to ensure recruitment objectives align with specific requirements outlined in Statements of Work (SOW) or Performance Work Statements (PWS).
- Extend verbal employment offers to candidates.
- Maintain accurate records of applicant communications and statuses within the Applicant Tracking System (ATS).
- Manage job postings, oversee incoming applications, and track recruitment activities with precision.
- Provide regular updates to the Manager of Recruiting and other stakeholders on recruitment progress and challenges.
- Develop training materials to enhance junior recruiters' understanding of advanced recruitment techniques, including Boolean search methodologies and passive candidate sourcing.
- Provide individualized mentoring to junior recruiters, ensuring they build confidence in engaging with candidates and managing recruitment processes effectively.
- Lead knowledge-sharing sessions to familiarize junior recruiters with our ATS, resume databases, salary surveys, and competitive compensation analysis.
- Perform other duties as assigned.
Qualifications
Education and Experience:
- Bachelor's Degree or a minimum of 10 plus years of experience recruiting cleared professionals, executive-level talent, and technical roles globally.
- Five-plus years of experience working directly with government contracts.
- Ability to pass a background check; additional checks may be required for specific projects or clients.

- Strong verbal and written communication skills, including the ability to deliver impactful presentations.
- Outstanding organizational, analytical, and problem-solving abilities with meticulous attention to detail.
- Proven ability to multitask and prioritize in a fast-paced and evolving environment.
- Highly adaptable and quick to learn new processes and tools.
- Self-motivated with the ability to work independently as well as collaboratively within multi-functional teams.
- Ability to handle sensitive and confidential information appropriately.
- Proficient in Microsoft Office Suite (Word, Outlook, PowerPoint, Excel).
- Proven expertise in leveraging Applicant Tracking Systems (ATS) for recruitment operations.
- Advanced knowledge and experience in managing and utilizing resume databases effectively.
- Expertise in LinkedIn Recruiter and other professional networking tools.
- Strong internet research skills for sourcing passive candidates.
- Demonstrated success in consistently meeting recruitment deadlines and staffing objectives.
