About The Role
Position Summary
We are seeking a Cloud Task Area Lead / Senior Technical Program Manager to lead delivery of a large-scale, multi-disciplinary cloud services organization supporting a federal enterprise environment. This role is responsible for integrating and overseeing cloud engineering, platform engineering, architecture, security, FinOps, and automation teams to ensure aligned, high-quality delivery of both operational and modernization initiatives.
The selected candidate will serve as the primary interface to federal leadership, translating strategic direction into executable workstreams while maintaining accountability for delivery performance, service stability, and continuous improvement. This position requires a leader who can operate at both a technical and programmatic level, ensuring coordination across interdependent teams while driving measurable outcomes in a dynamic, compliance-driven environment.

Target Salary Range: $135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

Responsibilities of the Position
- Lead and manage delivery across multiple cloud functional areas, including Cloud Engineering, Platform Engineering (Kubernetes/DevOps), Architecture, Security, FinOps, and Automation
- Serve as the primary liaison to federal stakeholders, providing clear communication on status, risks, priorities, and performance outcomes
- Establish and manage an integrated delivery model, including operating cadence, cross-team coordination, dependency management, and integrated master scheduling
- Oversee cloud operations, ensuring adherence to incident management processes, and overall service performance
- Drive cloud modernization efforts, including migration, optimization, automation, and platform standardization initiatives
- Implement governance frameworks for delivery tracking, reporting, change management, and compliance oversight
- Align cloud initiatives with enterprise security and compliance requirements, including NIST, FedRAMP, and Zero Trust principles
- Lead cost optimization efforts in coordination with FinOps, ensuring efficient and effective use of cloud resources
- Provide leadership and direction to senior technical leads, driving accountability, alignment, and high performance across teams
- Identify, assess, and mitigate program risks, ensuring timely resolution of issues impacting delivery
- Support continuous improvement through automation, standardization, and adoption of best practices
Qualifications
Requirements of the Position
- Minimum 10 years experience.
- Project Management Certification (PMP) of a project management degree from an accredited university.
- AWS Certified SysOps Administrator/Associate
- ITIL v4 Foundations Certification
- Demonstrated experience managing multi-team, cross-functional technical organizations in complex environments
- Experience operating within federal or highly regulated environments, with familiarity in compliance frameworks such as NIST 800-53 and FedRAMP
- Proven ability to lead both operational (O&M) and modernization/transformation initiatives simultaneously
- Strong understanding of cloud platforms (AWS preferred), including networking, IAM, compute, storage, and multi-account architectures
- Experience with Kubernetes and cloud-native platforms (e.g., EKS), as well as DevOps practices, CI/CD pipelines, and Infrastructure as Code (e.g., Terraform)
- Working knowledge of cloud security principles, including Zero Trust architectures
- Experience with cloud financial management (FinOps), including cost monitoring and optimization strategies
- Proven experience developing and managing integrated master schedules, delivery dashboards, and risk/issue management processes
- Strong leadership, communication, and stakeholder engagement skills, with experience briefing senior and executive-level audiences
- Ability to translate high-level strategic direction into actionable plans and measurable outcomes
- Preferred: Relevant certifications such as AWS Certified Solutions Architect, PMP (or equivalent), or Certified Kubernetes Administrator (CKA)
- Ability to obtain a Public Trust.
- Must be a US Citizen.
- Bachelor's degree in Information Technology, Computer Science, Engineering, or related field (or equivalent experience)
- 12+ years of experience in IT, with at least 5 years leading large-scale cloud or infrastructure programs
