Criminal Justice Records Indexing Project Manager
Watermark is seeking a Project Manager to join our team! This professional will support the Air Force (USAF) Security Forces (SF) Information Management Program. The nature of this work is to provide support to request, receive, inventory, match demographic information, and prepare data for entry into Federal and DoD databases. Additionally, the program provides records management, data entry, and other related administrative functions to support military or civilian personnel assigned to future USAF centralized indexing efforts, teams, cells, or task forces.

In this role you will....
  • The Project Manager will be responsible for effective management for all work under the contract such as the assignment and budgeting of resources, scheduling, quality control, scope management, risk management, configuration management, deliverable submissions, and weekly status reports.
  • Responsible for full contract compliance according to the Performance Work Statement.
  • The Project Manager will have full authority to act on all contractual matters relating to daily operations of this contract including the supervision of and assistance in execution of the below tasks:
    • Managing, sorting, filtering, tracking, matching and analyzing data provided by military liaison and utilizing a MS Excel product or other electronic format to derive additional required data. Administratively managing data into prescribed formats required by external databases.
    • Utilizing multiple governmental databases and other sources to manage, analyze, request and receive information as required to ensure correct information is obtained as requested.
    • Processing subject fingerprint cards from military liaison, ascertaining if further data is required to complete fingerprint card, and utilizing multiple governmental databases and other sources to manage, analyze, request and receive information missing data.
    • Based upon given criteria, ensuring case files have required documents for submission to Federal and DoD databases and use multiple governmental databases and other sources to manage, analyze, request and receive identified missing information.
    • Managing, analyzing, scanning and processing subject/case information in preparation for entry into Federal and DoD databases and document and track successful entry of data.
    • Managing, analyzing and inventorying all related materials and case related documents in a prescribed order or file system.
    • Developing prescribed and ad-hoc data and information management metrics (i.e., statistical reports on number of cases processed) in a prescribed format both electronically and hard copy.
    • Providing information, records management and other related data reporting and administrative functions to support military or civilian personnel assigned to USAF or SF centralized indexing efforts, teams, cells, or task forces.
  • Other duties as assigned.
Other Essential Duties and Responsibilities:
  • Participate in hiring interviews and make recommendations for employment to the Director of Operations.
  • Ensure employees have the proper training and resources available to perform their required duties. Work with client to secure resources if necessary.
  • Help new employees determine reasonable goals and expectations.
  • Monitor site employee performance. Document employee performance with Director of Operations and HR, when appropriate.
  • Make recommendations for recognition, promotion, termination, or re-assignment.
  • Receive complaints and resolve problems. Notify the program manager immediately of personnel issues when they occur. Work closely with the Director of Operations and Human Resources for issue resolution.
  • Serve as the liaison between the client, company management, and employees.
  • Approve time sheets in PROCAS. Coordinate time off requests with the client as appropriate.
  • Monitor contract hour budgets in PROCAS and coordinate with Director of Operations on hour utilization rates quarterly.
  • Participate in annual discretionary bonus discussions with Director of Operations.
  • Hold routine Team Lead meetings, no less than monthly.
  • Conduct employee one on ones, as team supervisor
Experience Requirements:
  • 10 years of related experience in law enforcement or criminal justice, preferably within the program/contract management discipline
  • Prior experience managing and leading projects and teams of similar scope and size
  • Prior experience with DoD/USAF Military personnel databases
  • Prior experience with DoD/Military and Civilian Law enforcement databases
  • Acute attention to detail, and a working knowledge of proven quality management best practices
  • Proficiency in MS Office products
Education Requirements:
  • Bachelor's degree or equivalent, with a preference for concentration in a management discipline such as business administration, or management information technology
Security Clearance Requirements:
  • DOD Secret Clearance
  • Ability to obtain DHS Suitability
Certification Requirements:
  • PMP certification, desired
  • NARA Certification, desired
Other Requirements:
  • Reports to a physical location and requires the ability to traverse between buildings
  • 10% Travel Required
  • May require sedentary work at least 50% of the time
  • Must be able to regularly lift up to 50 lbs
  • Ability to manage stress with a high degree of maturity/professionalism
  • Demonstrated critical thinking and leadership skills and the ability to work well with others
  • Effective verbal and written communication skills
