Job Description
The PMA shall provide Project Resident Office Pascagoula (PROPGLA) with Project Management Support to assist PROPGLA in the oversight and surveillance of cutter production schedules and milestones. The USCG PROPGLA is responsible to the USCG Surface Acquisition Directorate (CG-932) for oversight and management of the production and delivery contracts for the cutters that are being constructed at the Shipbuilding facilities located in Pascagoula, Mississippi (MS).
Note: This is a part time role. The candidate will be expected to work approximately 20 hours per week in- person in Pascagoula, MS.
Duties/ Responsibilities: Project Management Support includes, but is not limited to the
following duties:
Conduct detailed analysis of shipbuilder’s Integrated Master Schedule (IMS) for all cutters under Production and Deployment (P&D) contract(s). The IMS is an integrated, resource-loaded, schedule containing the networked, detailed tasks necessary to ensure successful project execution by the shipbuilder and utilizes a critical-path methodology. It is noted that some shipbuilders generate “mini-networks” to manage a schedule recovery effort or emphasize near-term objectives such as a contract milestone, e.g., vessel launch.
Conduct analyses of the IMS, and any other shipbuilder produced schedules. At a minimum, the analyses shall include:
i. Determine compliance with the Production Contract/ELIN requirements.
ii. Determine compliance with Defense Contract Management Agency (DCMA) standards and ANSI-EIA 748 guidelines.
iii. Identify existing and potential problems that could impact the on-schedule completion or otherwise pose risk to project cost, schedule, or performance objectives of the Cutter Production and Delivery Project.
iv. Assess probability of the shipbuilder meeting contract milestones
v. Determine shipbuilder compliance with QMS processes, procedures, and associated guidance.
vi. Develop reports of findings from detailed analyses of shipbuilder’s Integrated Master Schedule or other shipbuilder produced schedules as required by the PMR.
Provide input to, and evaluation of, production risk management efforts to include risk planning, identification, analyses, and mitigation activities.
Develop and provide Performance Metrics, Analyses, and Trending, as required by PMR.
Provide recommendations to PMR related to project control, corrective actions, and recovery methods.
Develop and provide comprehensive reports and presentations to management detailing problems, potential problems, and risks to project cost, schedule, or performance goals.
Develop/maintain contract specific physical progressing model.
Audit shipbuilder’s reported physical progress as directed by the PMR.
Conduct production surveillance in shipbuilder’s facilities and onboard the under-construction cutter.
Provide general writing services in response to TAM/COR tasking to include:
i. Development of data submittals
ii. PROPGLA Management Process Plan Development - required PROPGLA processes or as needed to address issues or deficiencies identified during contract surveillance.
iii. Generate Contract Correspondence (letters, reports)
Provide support to the PROPGLA Business Manager:
i. Assist in validating shipbuilder EVMS variance reports such as Contract Performance Reports.
ii. Assist in determining PMB compliance and EAC analysis
Evaluate data submittals, ECPs, WFCs, and RFW, and RFD for production impact.
Provide assistance in technical oversight for the shipbuilder’s execution of engineering CDRL development. Determine shipbuilder compliance with applicable contract requirements. Document and report discrepancies to the assigned Task Manager for documentation in the contract history file.
Attend meetings as assigned to execute tasking.
Provide routine and surge support.
Required Skills/Abilities:
Strong Management and Organizational skills
Effective communication skills
The ability to adapt to changing work environment and related engineering specifications
Very proficient in MS Office Suite
Valid driver's license required
Nice-to-Have Skills:
USCG and ship-building familiarity
USCG-financial system experience
Education and Experience:
H.S. Diploma/GED or higher
At least 2 years of relevant experience
Travel Requirement:
Occasional travel possible
Local travel required - valid driver's license required for role
