Job Description

Duties

  • Functions as Aerial Port Control Center (APCC) Senior Global Aerial Port Mission Manager providing subject matter expert advice on air transportation operations. Develops, implements, and enforces policies and strategies to enhance the efficiency, effectiveness, safety, and timely utilization of airlift assets during Command and Control (C2) operations.
  • Global Air Mobility Support System (GAMSS) Duty Officer (DO). Sole manager responsible for missions ranging from routine sustainment, rapid reaction response, real-world crises, and direct combat support of AMC GAMSS forces (Contingency Response Elements, Air Mobility Teams, etc.).
  • Air Transportation Program Management. As the subject matter expert, applies mastery of concepts, principles, and air transportation methodology. Trains and educates personnel assigned to APCC and GAMSS DO positions on initial and recurring training to ensure currency.
  • Continuity of Operations (COOP) Planning. Mission Essential member serves as shift lead POC for COOP actions. Ensures all APCC operations are performed and sustained at alternate duty locations. Member must be able to obtain a government travel card to travel at commander's discretion in the event operations are relocated.

  • Requires Hazardous Material Inspector and Combat Mission Ready qualifications.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be (cont.)
  • (cont.) designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
Qualifications

In order to qualify, you must meet the specialist experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Position, Air Operations Specialist Series, 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of transportation airlift operations concepts, principles, objectives and applicable directives to make independent decisions and recommendations concerning courses of action. Expert knowledge of Command-and-Control airlift systems and other analysis computer programs including GATES, SMS, GDSS, ICODES, IGC, FMT, ChatOps, and Brio computer systems to monitor mission flow, identify limitations, direct changes, and correct/update airlift schedules. Technical expertise and experience processing cargo/passengers and movements. Projects AFTRANS mission delays during execution and recommends "rescue" missions to Director of Operations. Knowledge of diplomatic clearance requirements worldwide utilizing the FCG for the airlift of cargo. In-depth knowledge of both commercial contract airline and military airlift capabilities and loading characteristics utilized in the Defense Transportation System. Expert knowledge of the mission, organization, and work procedures of the transportation system throughout the Combatant Commands and Air Mobility Command. Knowledge and skill in preparing and presenting project papers and staff reports through oral and written presentations to senior command staff members.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Air Mobility Command (AMC) airlift, organic and commercially contracted aircraft, aerial port and air transportation operations, aircraft performance capabilities, restrictions, limitations, and policies. Extensive knowledge of specific restrictions for DoD passengers and cargo air shipments to a modular configuration and pallet breakdown level, air commodity codes, movement of oversized and outsized cargo, passenger movement codes, and cargo and passenger special handling.
2. Knowledge of a wide range of air transportation operations policies, principles, practices, operational concepts, flight following operations, security regulations, procedures and guidelines including but not limited to flight operations, Department of the Air Force Instructions, Federal Aviation Regulations (FARS), and worldwide diplomatic clearance requirements.
3. Comprehensive knowledge of DoD, Joint, Service, USTRANSCOM and AMC directives, regulations, and operating policies as they relate to AMC air transportation activities supporting 618 AOC (TACC) business lines' practices, plans, concepts, policies, procedures, guidelines, principles, operational concepts, contingency mobility war plans, and functional activities to analyze, interpret and advise on missions.
4. Skilled in various computer systems and PC-based computer hardware and software that pertain to air transportation, aerial port, and airlift operations and systems required to perform business intelligence (BI) analysis work with the ability to communicate effectively, both orally and in writing.
5. Skilled in conducting in depth transportation studies, analyzing and visualizing findings to complex situation, and recommending courses of action.
6. Ability to travel to alternate location to perform all required functions

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
