Job Description

Duties

  • Provides clinical subject matter expertise in all areas of global patient movement including clinical operations, evidenced-based clinical practice, and nursing processes.
  • Program Development. Analyzes and evaluates US and foreign en route care program operations, clinical oversight, management and organizational effectiveness, efficiency and productivity.
  • Recommends Business Process Improvements. Collaborates with USTRANSCOM, AFMS, AFRC,ANG, 18 AF and AMC/A3 to develop and recommend formal business process improvements and clinical performance measures as they relate to patient movement and en route support of AMCs roles lead agent for aeromedical evacuation and en route critical care.
  • Integrated Process Team (IPT) and Working Group Activities. Prepares for and/or attendsmilitary sponsored activities to include the Global Patient Movement Joint Advisory Board(GPMJAB), Capabilities Review and Risk Assessment (CRRA), Air and Space InteroperabilityCouncil (ASIC), Aeromedical Evacuation Clinical Working Group (AECWG), AeromedicalEvacuation Council (AEC), Aeromedical Evacuation Oversight Board (AEOB), Critical CareExecutive Council and other activities as needed as a subject matter expert.

  • May be required to travel by military or commercial aircraft in the performance of temporary duty (Conus and OCONUS).
  • Must be able to obtain and maintain a secret security clearance.
  • The position is covered by the Civilian Drug Testing Program. Positions covered by this CPD must be reviewed for proper "Testing Designated Position" (TDP) coding to comply with the AF civilian drug demand reduction program (AFI- 44-107).
  • This is a KEY position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Successful completion of an aeromedical flight course is required.
  • This is a CENTRALLY managed position.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Demonstrated mastery of the policies, principles, concepts, procedures, and methodologies governing USAF Aeromedical Evacuation (AE) and en route care systems (2) Expert application of clinical operations, medical standards of practice, the nursing process, AECM and clinical training requirements, medical and aircraft equipment utilization, logistical support, clinical research, evidence-based practice, program development, and advanced clinical techniques (3) Possesses expert knowledge of analytical and evaluative methods, combined with a comprehensive understanding of regulatory requirements, to effectively plan, assess, and improve program performance and mission outcomes (4) Applies an in-depth understanding of Total Force AE structure-including active duty, Guard, and Reserve components-along with AE organizational missions and clinical/aerospace medical management to support mission execution, force development, and force utilization (5) Oversight of aeromedical operations, delivery of pre-flight, in-flight, and post-flight patient care, clinical aircrew training, AEF requirements, and contingency operations (6) Expert-level knowledge of Air Force organizational structure, governing publications, and the processes required to develop, coordinate, and publish policies and procedures (7) Demonstrates mastery of AE mission roles, functions, organizational constructs, and the operational relationships across DoD and Air Force entities to provide command-level guidance on clinical care delivery, training, and aircraft platforms.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery level knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to USAF Aeromedical Evacuation and en route care systems including clinical operations, medical standards of practice, clinical training, aeromedical evacuation crew member (AECM) training, nursing process, medical and aircraft equipment, logistical support, evidenced based clinical practice and clinical research, and program management, principles and techniques. Previous experience as an Air Force Flight Nurse strongly desired.

2.Mastery knowledge of the AE mission, en route care environment, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on en route clinical care delivery, AECM and clinical training, airframes. Master's degree in Nursing is highly desired

3. Expert clinical knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level programs for conducting major patient movement operations such as DOD wartime or contingency operations, peacetime operations, DSCA, National Disaster Medical System (NDMS), NATO, clinical flight and ground operations, tactical patient airlift, deployment, mobilization, exercise, acquisition, special operations and/or similar operations.

4. Advanced knowledge of international patient movement systems: including en route care capabilities, training and development of en route care providers. Previous experience in international aeromedical evacuation activities preferred.

5. Ability to foster inter-relationships and build coalitions for the various aspects of the AE program and skill in integrating competing priorities and programs in order to effectively develop a synergistic worldwide en route patient care transport system.

6. Ability to analyze, plan, and adjust operations to meet AE program requirements and objectives within available
resources (AFMS, MAJCOM, TF, LAF). Knowledge and experience managing, guiding and providing oversight of a variety of programmatic initiatives achieving organizational success.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
