In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes knowledge of all phases of the Federal financial management process, CFO compliance, and the DOD planning, programming, and budgeting/execution systems. Professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards. Knowledge of and skill in applying information pertaining to legislation, budget, finance, oversight, automated systems, wartime operations, and joint strategic capabilities and operations. Knowledge of the mission, roles, functions, organizational structures, and operation to provide command level staff guidance and/or command level financial operations guidance. This position is responsible for providing direction and supervision overwork at the (GS-12) which best characterizes the nature of the basic mission oriented, nonsupervisory work performed in the organization and which constitutes 25 percent or more of the workload (not positions or employees) of the organizational, will be required to manage through subordinate supervisors and/or contractors who each direct substantial workloads comparable to the GS -12 or higher level. Such base work requires similar coordination as that described at Factor Level 6-5a. above for first line supervisors. NOTE: Credit for Factor Level 6-6 cannot be obtained by means of Special Situations
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Financial Management functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialists' work performed in the subordinate organizations
2. Knowledge of safety and security regulations, practices, and procedures
3. Ability to plan organize and direct rt=the functions and staff of a small to medium sized organization
4. Ability to communicate effectively both orally and in writing
5. knowledge of Military Personnel Compensation systems to effectively implement policy guidance standards and procedures that affect Total Force personnel and EEO
6. Skill in planning organizing and mentor motivate and appraise the staff of an organiozation through subordibnate supervisors
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- As Branch chief, plans, organizes, directs or oversees the activities of the Systems Liaison and Policy Branch, ensuring that DPPPM complies with legal and regulatory requirements and meets customer needs
