Everforth ECS is seeking a Senior Project Manager to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax . Please Note: This position is contingent upon contract award.

The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.

• The Senior Project Manager directs program planning, execution oversight, and Government reporting across the WDP Core Integration portfolio, ensuring that all Task Order activities remain aligned to approved plans, schedule commitments, procurement requirements, and mission objectives. In this role, the Senior Project Manager serves as the primary integrator of cross-functional execution activities and as the escalation authority for junior project management staff, sustaining audit-ready, transparent, and disciplined program management operations across the full Task Order lifecycle.
• Directs planning, coordination, and execution of program activities supporting Government objectives and reporting requirements.
• Prepares and maintains the Project Management Plan describing the management approach, standard operating procedures, milestones, tasks, work breakdown structure, communications approach, risk management methodology, and quality framework.
• Coordinates and leads Task Order Kick-Off Meetings by developing agendas and briefing staffing plans, security considerations, financial reporting requirements, quality approach, and operational procedures.
• Oversees preparation of Monthly Status Reports documenting task progress, issues, corrective actions, personnel status, schedules, cost performance by Contract Line Item Number, and Government actions required.
• Supports Quarterly Program Management Reviews by consolidating technical accomplishments and execution status for Government briefings.
• Implements purchasing and procurement processes consistent with supporting a multi-tenant stakeholder environment, coordinating the submission, tracking, and approval of recurring Requests to Initiate Purchase and Consents to Purchase in alignment with Government review timelines.
• Oversees integration of purchasing documentation into program reporting and tracking workflows.
• Tracks milestones, dependencies, and deliverables to maintain schedule discipline.
• Coordinates internal teams to align execution with approved plans and Government direction.
• Maintains program documentation supporting audit readiness and traceability.
• Applies disciplined project management practices to support predictable execution, transparent reporting, and mission-aligned delivery.
• Oversees complex projects and serves as escalation point for Junior Project Managers.
• Performs other duties as assigned.
Required Skills
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 10 or more years of progressive experience in project or program management, with demonstrated experience supporting large-scale federal or defense contract execution, Government reporting, and multi-stakeholder coordination.
• Active Project Management Institute (PMI) Certified Associate in Project Management (CAPM) certification, demonstrating proficiency in project management fundamentals, lifecycle governance, and structured delivery methodologies.
• Demonstrated experience developing and maintaining formal Project Management Plans, including work breakdown structures, communications plans, risk registers, and quality management frameworks aligned to Government contract requirements and PWS obligations.
• Proven ability to prepare and deliver Monthly Status Reports covering task progress, corrective actions, cost performance by Contract Line Item Number, personnel updates, and Government action items in accordance with Contracting Officer Representative review timelines.
• Experience coordinating and supporting Quarterly Program Management Reviews, including consolidation of cost, schedule, performance, and risk data into concise executive-level briefing packages suitable for presentation to senior Government leadership.
• Demonstrated experience managing Government procurement workflows, including preparation, tracking, and submission of Requests to Initiate Purchase and Consents to Purchase within a multi-vendor, multi-stakeholder program environment.
• Proven ability to track program milestones, cross-functional dependencies, and deliverable submission schedules using enterprise project management and collaboration tools, including demonstrated experience maintaining audit-ready documentation and traceability records.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
• Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
• Active Project Management Professional (PMP) certification from the Project Management Institute, or active Scaled Agile Framework (SAFe) Agilist certification, demonstrating advanced program management qualifications beyond the CAPM baseline within a complex federal delivery environment.
• Familiarity with Agile Release Train (ART) planning, SAFe Program Increment (PI) ceremonies, and sprint-based delivery coordination, including demonstrated ability to integrate Agile execution rhythms with traditional Government reporting requirements such as Monthly Status Reports, Program Management Reviews, and deliverable submission schedules.
• Experience supporting program management activities within a DevSecOps-integrated delivery environment, including familiarity with risk management, dependency tracking, and schedule alignment across teams spanning software development, cybersecurity, cloud operations, and data engineering disciplines.
• Proficiency with program management, collaboration, and reporting platforms such as Jira, Confluence, Microsoft Project, and SharePoint Online, including demonstrated experience maintaining real-time program dashboards, risk registers, and dependency boards that support Government-accessible performance visibility.
• Prior experience supporting Task Order execution within a multi-task, multi-enclave federal program environment, including familiarity with contract line item structure, cost performance reporting, and Government procurement compliance requirements as they apply to day-to-day program management operations.
