Job Description

Koniag Professional Services LLC, a Koniag Government Services company, is seeking a Project Manager to support KPS and our government customer. This position requires the candidate to be able to obtain a Public Trust. The position is remote. This position is for a Future New Business Opportunity.

The Project Manager will serve as a full-time resource for comprehensive cross-site evaluation projects, ensuring the successful execution of data collection, analysis, and reporting across multiple evaluation components. This role requires strong

leadership, exceptional organizational skills, and experience managing complex public health evaluation projects. The position requires a full-time commitment throughout the period of performance to ensure continuity and consistent oversight.

Key Responsibilities:

Senior-level position responsible for overseeing and leading large and complex evaluation projects within an organization. Duties include managing project portfolios, defining project strategies, leading project teams, ensuring project quality, and managing project risks:
  • Develop and maintain comprehensive project work plans, timelines, and evaluation plans
  • Coordinate all project activities across the base period and option periods
  • Manage project scope, budget, deliverables, and milestones on an ongoing basis
  • Facilitate bi-weekly coordination calls with government staff and evaluation coordinators
  • Establish and maintain relationships with funded health departments and partner organizations throughout the contract period
  • Coordinate with recipients, subrecipients, and additional partners on a continuous basis
  • Serve as primary point of contact between contractor team and government stakeholders
  • Facilitate kickoff meetings and annual recipient presentations
  • Present findings to government leadership and at annual recipient meetings
  • Monitor project performance daily and implement corrective actions as needed
  • Provide continuous availability for urgent project needs and government communications
  • Oversee development, pilot testing, and cognitive testing of data collection instruments in English and Spanish
  • Manage primary data collection activities, including surveys, key informant interviews, and focus groups
  • Ensure compliance with IRB protocols and informed consent procedures
  • Coordinate recruitment strategies with project recipients and subrecipients
  • Oversee human-based transcription and data cleaning processes
  • Monitor data collection timelines and quality throughout the data collection period
  • Ensure all deliverables meet government accessibility standards (Section 508 compliance)
  • Review deliverables for accuracy, grammar, and professional presentation before submission
  • Implement quality control measures for data collection and analysis
  • Monitor contractor and subcontractor compliance with all contract requirements
  • Conduct regular quality checks on all project outputs
  • Actively apply quality assurance measures to contract management
  • Supervise project staff and coordinate with subcontractors daily
  • Assign roles and responsibilities across the project team
  • Ensure all team members complete the required government records management training
  • Monitor team compliance with Non-Disclosure Agreements (NDAs)
  • Conduct regular team meetings and performance reviews
  • Prepare monthly progress reports, detailed invoices, and annual reports
  • Coordinate development of evaluation briefs and fact sheets
  • Oversee creation of summary reports and PowerPoint presentations
  • Ensure timely submission of all deliverables per contract schedule
  • Maintain comprehensive project documentation and records

Education:
  • Master of Science degree and 8 years of experience or a Bachelor of Science degree and 10 years of experience in public health, social sciences, evaluation, or project management.
  • Doctoral degree preferred.

Position Requirements:
  • 5 years managing large-scale evaluation projects ($1M+ budgets)
  • Demonstrated experience with federal contracts
  • Experience managing cross-site evaluations or multi-jurisdictional projects
  • Proven track record managing projects of similar scope and complexity
  • Experience managing full-time, multi-year contracts with consistent deliverables
  • Expert knowledge of project management methodologies and tools
  • Experience with qualitative and quantitative data collection methods
  • Familiarity with public health program evaluation frameworks
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Experience with project management software (MS Project, Smartsheet, etc.)
  • Knowledge of 508 compliance requirements
  • Familiarity with federal cooperative agreement structures
  • Experience with OMB/PRA clearance processes for data collection
  • Exceptional organizational and time management skills
  • Strong written and verbal communication abilities
  • Proven ability to manage multiple priorities and deadlines simultaneously
  • Experience working with diverse stakeholders
  • Problem-solving and critical thinking skills
  • Attention to detail and commitment to quality
  • Ability to work independently and as part of a team
  • Demonstrated ability to maintain focus and productivity on long-term projects

Preferred Qualifications:
  • PMP (Project Management Professional) certification
  • Experience with CPARS (Contractor Performance Assessment Reporting System)
  • Spanish language proficiency
  • Experience with sensitive populations and human subjects' research
  • Knowledge of Federal Records Management requirements (44 U.S.C.)
  • Understanding of public health program strategies and interventions

Additional Requirements:
  • Full-time remote work with occasional travel to government facilities and travel to annual recipient meetings as required
  • Required to travel domestically to one CDC onsite meeting per year

Security Requirement:
  • Must successfully complete a background check for a Public Trust to start
  • Must be able to obtain and maintain government facility access as needed
  • Must sign a Non-Disclosure Agreement
