Duties
Help

  • Program Manager for Air Force Services Sustainment Programs to include dining facilities and flight kitchens; appropriated fund troop subsistence management, lodging, laundry, fitness and sports.
  • Researches, interprets, analyzes and applies strategic planning concepts and methods to Air Force SV plans and programs. Develops and monitors applicable statistical data to track programs and evaluate effectiveness. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
  • Manages AF Services Sustainment Programs Legislative Agenda. Serves as the Sustainment Programs Liaison, with overall responsibility for developing plans and procedures for all Air Force Sustainment Programs legislative responsibilities.
  • Maintains a continuous liaison with other Air Staff, MAJCOMs, sister services, or outside organizations. Services Sustainment Programs are cross-functional and require frequently coordination with the Surgeon General, A4/7, A3/5, AFPC, MAJCOMs, sister services and any other organization as necessary.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive working knowledge of Appropriated Fund food service, fitness and sports, lodging and laundry operations. Working knowledge of manpower and readiness issues needed to evaluate and recommend policy changes to improve and streamline program management. To include thorough knowledge of economic, social, political, and industry trends which can impact current and long-range services activities decisions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Services Sustainment Operations and AF Services principles and practices.

2. Skill in dealing effectively and professionally with all ranks/grades; DoD officials; sister services' program managers, SAF/MR representatives and various civilian entities when explaining, negotiating, and/or implementing SV Sustainment policy and procedures.

3. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making.

4. Skill and ability to independently plan and manage short and long-term projects and to cultivate and sustain positive working relationships to project completion.

5. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of the Air Force policy, procedures, and schedule for developing POM; Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.

6. Ability to communicate effectively, both orally and in writing, and to manage several projects simultaneously

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
