Basic Requirement: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; OR identifying and documenting and recommending financial system requirements; OR recommending solutions to issues related to the integration of financial systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service
Education
Education is not substitutable for specialized experience at this grade level.

Help
- Designs, develops, tests, implements, and maintains accounting and reporting systems to meet federal requirements. Identifies system weaknesses and recommends modifications to improve effectiveness, efficiency, and economy.
- Analyzes substantial amounts of data to determine if a local solution or wider system redesign is warranted. Recommends actions to resolve existing problems and prevent potential ones.
- Runs recurring reports and jobs, ensuring accuracy and timeliness. Verifies that financial data is available for reconciliation, validation, and report processing while maintaining application integrity.
- Defines, establishes, and develops functional systems requirements and specifications for applicable systems and interfaces, which may be standard or unique.
- Provides technical advice to support the design and programming of automated systems. Works with IT specialists to apply accounting principles and policies to revise existing systems.

- This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required timeframe may be grounds for removal from the position and/or from Federal service.
