Job Description
The Facility Planner will support the 35th Civil Engineer Squadron (CES) by planning and coordinating facility development activities across Misawa Air Base. This role is responsible for analyzing infrastructure needs and supporting the planning, design, construction, sustainment, restoration, and modernization of facilities. The Facility Planner ensures projects align with Air Force mission requirements, comply with applicable standards, and are executed efficiently within a high-tempo environment supporting an $80–120M annual engineering portfolio.
Key Responsibilities
Analyze facility and infrastructure requirements to support new construction, renovation, and modernization efforts
Develop and support plans for facility utilization, space planning, and long-range infrastructure development
Coordinate planning activities across design, construction, and sustainment programs
Ensure compliance with U.S. Air Force standards, safety requirements, and host-nation (Japan) regulations
Collaborate with engineers, project managers, contractors, and government stakeholders
Support planning, programming, and prioritization of projects within the CES portfolio
Review plans, designs, and project documentation for accuracy and compliance
Maintain planning records, reports, and database systems
Provide analysis and recommendations to improve facility planning and program execution
Required Qualifications (Senior Level)
Master’s degree in Architecture, Urban Planning, Community Planning, Public Administration, or related field
Professional registration/licensure in a relevant field (e.g., Registered Architect, Certified Planner)
5+ years of experience in community planning, facility planning, or facilities management
Strong knowledge of facility lifecycle planning (design, construction, sustainment, restoration, modernization)
Experience working in fast-paced, multi-project environments
Strong analytical, organizational, and communication skills
Preferred Qualifications
Experience supporting U.S. Department of Defense or Air Force installations
Familiarity with installation planning, space management, and infrastructure development
Knowledge of host-nation (Japan) planning and regulatory requirements
Experience with GIS systems and planning/data analysis tools
