Program Manager (Contingent Upon Contract Award)

The Program Manager will support the planning, execution, and oversight of engineering and construction programs for the 35th Civil Engineer Squadron (CES) at Misawa Air Base.

This role manages multiple projects within a broader program portfolio, ensuring alignment with mission objectives, schedule, and budget requirements in a high-tempo environment supporting U.S. Air Force infrastructure programs.

This position is contingent upon contract award.

Security Clearance Requirement
Active U.S. Secret Clearance (minimum) required
Must be able to maintain clearance throughout employment
U.S. citizenship required
Key Responsibilities
Support management of multiple engineering and construction projects within a program portfolio
Assist in planning, programming, design, and construction execution
Track and report program performance (cost, schedule, scope, and risk)
Support development and monitoring of program budgets and funding
Coordinate with engineers, contractors, and government stakeholders
Prepare reports, briefings, and documentation for leadership
Ensure compliance with U.S. Air Force standards and host-nation (Japan) regulations
Required Qualifications
Master’s degree in Project Management, Business Administration, or related field
5–10 years of program or project management experience
Experience supporting multi-project environments or large programs
Knowledge of cost, schedule, and risk management
Preferred Qualifications
PMP certification
Experience with U.S. Department of Defense or Air Force programs
Experience working on overseas or contingency-based contracts
Familiarity with program management tools and reporting systems
