Specialized Experience: One year of specialized experience which includes: Provide support to military and civilian manpower management functions; Measure the execution of manpower via a Financial Management System (i.e., U.S. Army Corps of Engineers Financial Management System (CEFMS)); Analyze annual and multi-year manpower data for the civil works and military programs; and Manage the integration of civil works and military program manpower requirements by appropriations and program elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-14).

- Directs projects pertaining to manpower and force management practices, systems, and administrative and operational plans
- Prepares budgetary estimates and justifications to obtain program fiscal resources
- Plans work to be accomplished by subordinates, sets priorities, schedules completion, provides guidance and assistance, resolves policy issues
- Acts as program director for the Commander, USACE, for the manpower aspects of the Corps military and civil works programs missions
- Develops manpower program goals and objectives for all Corps missions.
- Serves as the USACE Commander's principal staff advisor (through organizational channels), for establishing and reviewing stated manpower requirements, and distributing authorized military/civilian manpower resources
- Makes decisions on work problems presented by subordinate staff
- Develops proposed revised techniques, methodologies, and procedures for special studies and mission organization studies
- Utilize various Corps manpower management systems to implement automation and establish requirements.
- Develops Command policy and guidance concerning manpower planning, programming, budgeting, allocation, utilization and reporting
