As a IT SPECIALIST (PLCYPLN) at the GS-2210-13/14 some of your typical work assignments may include:
GS-13:
- Manages one or more major, multi-year IT initiatives, ensuring alignment with critical agency priorities and accountability for the overall success of the program.
- Serves as a Program Manager/Analyst supporting a wide set of programs, products, and services, responsible for the entire product lifecycle, including planning, execution, and defining the product strategy and roadmap.
- Develops and maintains strategic plans, assesses policy needs, develops policies to govern IT activities, and provides policy guidance to IT management, staff, and customers.
- Interprets data from various DoW business and IT portfolio systems to support the mission goals and objectives of the organization.
- Develops long-term strategies for enterprise data and IT systems; creates governing policies for system consolidation, data management, and IT modernization in alignment with agency and Federal-wide priorites.
- Acts as a key liaison between the DoW and the VA, managing the implementation of joint data sharing agreements and technology projects aimed at streamlining the transfer of service member data, ensuring a seamless and positive transition experience from military to civilian status.
GS-14:
- Develops, implements, and ensures compliance with plans, policies, standards, and architectures that establish the framework for managing IT policy and planning applications.
- Provides leadership and critically influences DMDC service delivery success with other DoW and Federal agencies, ensuring the rigorous application of information security and assurance.
- Leads a team responsible for the product lifecycle, including gathering customer requirements, defining the product vision, and finalizing the strategic roadmap.
- Directs and leads the application of program and technical skills in the development, acquisition, testing, and improvement of assigned systems, determining the scope and priority of objectives.
- Develops and maintains strategic plans, prepares IT budgets, manages IT investment portfolios, and conducts audits of IT programs and projects to ensure compliance and performance.
- Provides expert technical leadership and negotiates the strategic framework for data interoperability initiatives between the DoW and the VA ensuring the seamless exchange of information to proactively enhance the transitioning service member's access to benefits and services.

- Experience navigating complex, interconnected systems and suggesting improvements to underlying technical data sharing architectures between Federal agencies.
- Skill in applying IT procedures and techniques to resolve management problems and improve management processes.
- Functions as an expert in making sound, well-informed, and objective decisions by perceiving the impact and implications of those decisions to accomplish organizational goals, even in uncertain situations.
B. One year of specialized experience equivalent to the 13 grade level in the Federal service:
- Expert knowledge of public laws, regulations, and policies that affect Information Technology (IT) life-cycle management, strategic planning, IT investment management, and performance management.
- Expertise in project and program management principles to develop time-phased action plans, establish project controls, monitor progression, and provide status reports.
- Experience navigating complex, interconnected systems and suggesting improvements to underlying technical data sharing architectures between Federal agencies.
- Expertise in identifying and addressing IT workforce planning, prioritization, evaluation, cost schedule management, risk management, quality management, and resource allocation.
- Advanced knowledge in applying principles of strategic planning, capital planning, investment control, policy development, resource management, and information security management.
- Experience navigating complex, interconnected systems and suggesting improvements to underlying technical data sharing architectures between Federal agencies.
- Functions as an expert in making sound, well-informed, and objective decisions by perceiving the impact and implications of those decisions to accomplish organizational goals, even in uncertain situations.
