Duties

The United States Space Force (USSF) at JBSA-Lackland, SA, Texas is searching for a Board Specialist for Talent Management Boards to support ETM (NH-0301-03, GS-12/13 Equivalent).

Description:
As the technical authority for the Board Management Office, the incumbent oversees Enlisted and Officer Developmental Education, Developmental Teams, and Accessions Board Portfolios. This role involves providing expert consultation to military and civilian personnel, resolving program issues using established standards, and counseling active duty and reserve members on all aspects of board processes and data adjustments.

The specialist conducts comprehensive data analysis to evaluate board program adequacy and develops standardized criteria for grade authorizations and quality distribution recommendations. Working in close coordination with the Air Force Personnel Center and HQSF, the incumbent ensures the accuracy of announcement publications and maintains the integrity of personnel eligibility data and supervisor hierarchies to provide high-level management advisory services.

Ideal Candidate:
An ideal candidate for this role should possess a strong background in military human resources or public administration, complemented by specialized training in standardized data analysis and military personnel systems. Professionally, they must have extensive experience serving as a technical subject matter expert on Enlisted and Officer Developmental Education, Developmental Teams, and Accessions boards. The candidate should demonstrate a proven track record of applying analytical methods to evaluate program adequacy, developing qualification and grade authorization criteria, and successfully counseling active duty, reserve, and civilian personnel. Additionally, hands-on experience collaborating with strategic partners such as the Air Force Personnel Center (AFPC) and Headquarters Space Force (HQSF) to manage personnel eligibility data, correct organizational hierarchies, and draft formal management reports is essential for success in this advisory role.

Key Skills and Abilities:
1. Advanced level management skill for developing and executing USSF led talent management boards. Organize internal and external resources commensurate with needs service-wide and in alignment with Department of the Air Force efforts deliberate Guardian Talent Management.
2. Advanced level knowledge of emerging developments in individual and organizational behavior sufficient to solve novel and obscure problems; to extend and modify existing techniques; and skill in developing new approaches to be used throughout USSF and DoD in developing improved organizational health.
3. Advanced skill in applying program and management concepts and methods sufficient to inform and support studies designed to identify potential improvements in the way organizational behavior and individual performance improvement research is applied to key business functions.
4. Advanced level skill in conducting comprehensive investigations sufficient to identify and characterize risk factors, develop strategies to promote organizational health, evaluate and advise on methods that strengthen individual and organizational performance; and apply complex organizational methods for improving workplace culture.
5. Advanced level skill in developing, analyzing, interpreting, and summarizing outcome data sufficient to advise USSF and DOD leadership on trending analysis with respect to organizational health, deliberate development, career progression and fulfilling institutional requirements.
6. Advanced level skill on developing and executing USSF talent management boards at the corporate level as it relates to organizational health and improvement on performance and increased resilience.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is not authorized.
  • Subject to Temporary Duty Assignment (TDY): 20 days a year.
