CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support a contract in the Department of State, Consular Affairs Office.
This position is fully onsite and located within the Bureau of Consular Affairs, Resource Management Unit (RMU), Washington DC.

Description
CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support a contract in the Department of State, Consular Affairs Office.
This position is fully onsite and located within the Bureau of Consular Affairs, Resource Management Unit (RMU), Washington DC.
Duties Include:
- Leading stakeholder engagement between the Cost-of-Service Model team and Overseas Citizens Services (OCS).
- Reviewing and validating model inputs for OCS volumes and costs.
- Reviewing and validating OCS level of effort data from CODaC survey.
- Reconciling OCS cost and volume and preparing templates for model updates.
- Determining potential model assumption changes including dramatic change in costs or volumes and changes in OCS processes.
- Drafting any memos and briefing materials related to changes in unit costs and fee recommendations.
- Contributing to year after-action reviews and reporting to develop model improvements.
- Supporting development of legislative proposals to recover non-retained fees, including OCS services.
- Liaising with L/CA to answer regulatory questions related to fee-setting and existing fees.
- Acting as back up for other portfolios as needed, including Visas and Passports.
- Other duties as assigned by the team lead.
Anticipated salary range: $80,000-$100,000

Basic Requirements
- BA/BS and 8 years of experience, or MA/MS and 4 years of experience.
- Current, active secret security clearance.
- Previous experience in a project or program management role.
- Prior experience setting program goals and monitoring progress toward achieving them strongly preferred.
- Outstanding communication skills, influencing abilities, and client focus.
- Demonstrated proficiency in using all Microsoft Office applications.

Preferred Qualifications
- MA/MS degree.
- Previous experience working with the Department of State.
- Direct experience with federal budget processes and/or fee-funded organizations.
- Understanding of consular activities.
- Experience with data analysis and data visualization.
