Program Summary

KBR sustains the operational well-being of U.S. armed forces at Incirlik Air Base, as well as satellite sites located in Ankara and Izmir, Turkey. KBR also supports Morón Air Base in Spain. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more. KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.

Job Summary

The UABOS (Turkey) Deputy Program Manager will be required to support the Senior Program Manager in overseeing and executing complex projects with a focus on operational efficiency, resource management, and budget adherence. This role demands a proactive leader with exceptional communication and problem-solving skills to collaborate effectively across multidisciplinary teams. The Deputy Program Manager will play a key role in ensuring that program objectives align with strategic business goals while maintaining compliance with contractual and operational requirements. This position involves direct engagement with clients, stakeholders, and internal teams to drive successful project outcomes within government and defense contracting environments.

Roles and Responsibilities
  • Assist the Senior Program Manager in the planning, execution, and monitoring of program activities, ensuring the achievement of key milestones and goals.
  • Experience in managing expectations and ensuring that program goals align with business objectives.
  • Support cross-functional teams, providing guidance, leadership, and ensuring collaboration across departments.
  • Aid in the allocation and management of resources (time, personnel, materials) to ensure timely project delivery and within budget.
  • Assist with financial planning and tracking of program budgets, ensuring effective use of resources and adherence to financial constraints.
  • Serve as a point of contact between the Senior Program Manager, clients, and stakeholders, ensuring clear and timely communication.
  • Identify potential program risks and issues, working with the team to mitigate and address them.
  • Assist in preparing progress reports, documentation, and presentations for internal and external stakeholders.
  • The Deputy PGM will support the Senior PGM interfacing with our Business Development team supporting requests for information, reviewing current proposals and assisting with proposal development
  • Continuous Improvement: Support program evaluations and contribute to the development of process improvements to optimize efficiency and effectiveness.


Basic Qualifications

  • Bachelor's degree in relevant field.
  • 5 years of experience in program or project management.
  • At least 5 years of Operations Management experience.
  • Strong organizational, problem-solving, and decision-making skills.
  • Excellent communication and interpersonal skills.
  • Experience working in a matrixed organization balancing program and corporate requirements.
  • Ability to work under pressure and meet deadlines.
  • Strong knowledge of Maintenance Management and Logistical Policy/Procedures
  • Strong knowledge of Quality Control and Assurance
  • Ability to travel amongst sites throughout Turkey and Spain, quarterly or as required.
  • Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining.
  • Must possess driver's license with at least 6 months of remaining validity.
  • Must hold and active DoD secret clearance or be able to obtain this clearance prior to deployment and must maintain such clearance for the duration of employment in this role.


Preferred Qualifications

  • Firm understanding of government/defense contracting, acquisitions, and administrative management
  • Direct experience in programs and processes on a wide range of technical, cost, schedule, and risk activities
  • The preferred candidate will have experience working with PowerBi and Artificial Intelligence in the workplace
  • The preferred candidate will have a minimum of 10 yrs experience directing and managing a large multi-national and/or unionized labor force.
  • 10 years of experience working with a military or DoD organization(s).
  • Experience working with labor unions a plus
  • PMP or similar certification is a plus.
