Senior Program Protection & Technology Security Foreign Disclosure Subject Matter Expert
This is a unique opportunity to support a high-priority mission within the United States Space Force Space Systems Command's International Affairs Office (USSF SSC/IA), providing senior-level program protection expertise. The role supports an initial six-month effort, with the potential for extension or continued work depending on program needs and performance.
Aether Aerospace is seeking Senior Program Protection & Technology Security Foreign Disclosure Subject Matter Experts (P2/TSFD SMEd) to join our team to help contribute to our customer's mission through innovation, development and delivery of superior support.
The P2/TSFD SME provides expert support, analysis and research into exceptionally complex problems and processes relating to acquisition security, program protection, and technology security/ foreign disclosure. Serves as technical expert on executive-level project teams providing technical direction, interpretation and alternatives. Thinks independently and demonstrates exceptional written and oral communications skills. Applies extensive technical expertise and has full knowledge of other related disciplines. Guides the successful completion of major programs and may function in a project leadership role. Develops technical solutions to complex problems that require the regular use of ingenuity and creativity. Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment.
The Senior P2/TSFD SME supports organizational leaders and is a force multiplier to Program Offices. Provides program security support for multi-security level programs, to government and industry personnel, and assist program teams to understand and implement program security initiatives and develop risk management methodologies that incorporate international security principles. In this capacity, the senior P2/TSFD SME may be called upon to represent or support senior level interchanges across the U.S. Government and the Defense Industrial Base.
Areas of expertise include, but are not limited to thought leadership, traditional security (all disciplines), program protection (and supporting artifacts), Adaptive Acquisition Framework, system security engineering, threat assessments, vulnerability assessments, horizontal protection, counterintelligence, cybersecurity, industrial manufacturing, rapid production, test, rapid fielding, sustainment, supply chain risk management, logistics, international security, technology security foreign disclosure, security cooperation initiatives, Foreign Military Sales (FMS), anti-tamper, analysis and evaluation techniques. This position requires high level application and practitioner level understanding of appropriate governing regulations, policies, and laws as well as assessing, developing, integrating, and executing activities requiring foreign involvement.
Duties include, but are not limited to, the following
Develop, mature, and support security and program protection architectures for new programs across the entire spectrum of classification, including the ability to facilitate intelligence requests to obtain state of-the-world, rest-of-the-world, or state-of-the-art technology/capability status. In developing a new program, the Senior P2/TSFD SME must be able to analyze the program, national policy, existing, related programs (as applicable), National Disclosure Policies, and intelligently craft a security classification architecture for the program that facilitates the secure execution throughout the program's lifecycle with minimal impact to cost, schedule, and performance criteria.

Actual compensation will be determined based on several factors permitted by law. - Assess the acquisition strategy, RFP structure, and program documentation for international exportability considerations before they become irreversible constraints.
- Conduct a structured review of program office acquisition artifacts, including the RFP, draft System Requirements Documents (SRD), draft Acquisition Strategy, and emerging program protection documentation - to identify provisions constraining or enabling future partner nation access to program capabilities and SDA data.
- Develop prioritized, actionable recommendations for modifications to program acquisition documents to advance program exportability, including proposed contract language, requirement modifications, and security classification guidance.
- Evaluate national disclosure policy and assess impacts to acquisition document requirements, classification handling, data rights provisions, and FMS case structure.
- Identify program decisions, contract data requirements, and RFP provisions where equities must be addressed to enable a future international collaboration construct.
- Define and evaluate candidate international collaboration frameworks, including FMS, data-as-a-service via FMS, and multilateral government-to-government data sharing.
- Develop a recommended collaboration framework identifying preferred pathway(s) for partner access to program capabilities and data, with explicit linkage to the acquisition document changes required to execute it.
- Map key stakeholders and identify coordination gaps and unresolved equities, distinguishing between those resolvable within the current acquisition cycle and those requiring longer-lead policy or treaty-level coordination.
- Develop an integrated, timeline-based exportability roadmap anchored to program acquisition milestones, sequencing acquisition document changes and framework execution decision points across internal and external stakeholders.
- Provide classified senior leader briefings with an accompanying CUI-releasable summary.
