Seneca Federal Solutions is seeking a Junior Environmental Planner to provide on-site environmental planning and program support to the Bureau of Indian Affairs (BIA), Division of Environmental, Safety, and Cultural Resources Management (DESCRM), in Phoenix, Arizona. This is an entry- to early-career position designed to support senior and mid-level environmental professionals in the execution of National Environmental Policy Act (NEPA) and related environmental compliance activities across the BIA Western Region.

The position emphasizes office-based support, records management, coordination, and document preparation, with opportunities to gain hands-on experience in federal environmental planning under the guidance of experienced staff.

This position requires working on-site a minimum of four (4) days per week to meet government support and programmatic needs.

Key Responsibilities include, but are not limited to:

Environmental & NEPA Support
  • Assist senior and mid-level environmental planners with the preparation, revision, and processing of NEPA documents, including:
    • Categorical Exclusion (CatEx) documentation
    • Environmental Assessments (EAs)
    • Supporting technical memoranda and appendices
  • Help compile existing conditions information and background research for environmental documents.
  • Support coordination and tracking of NEPA actions through internal databases and tracking systems.
  • Assist with quality control reviews to ensure consistency, completeness, and compliance with federal requirements.

Records & Program Support
  • Perform environmental records management, including:
    • Organizing, cataloging, and digitizing paper and electronic environmental files
    • Maintaining document control and version tracking
  • Support data calls, information requests, and reporting requirements.
  • Assist with preparation of meeting agendas, notes, and summaries for internal and external coordination.

Coordination & Communication
  • Support coordination with Federal, Tribal, state, and local partners as directed.
  • Maintain contact lists, mailing lists, and project files.
  • Assist with logistics for public involvement activities, meetings, and outreach efforts.
  • Provide administrative and programmatic support to DESCRM staff as needed.

Field & Travel Support (Limited)
  • Participate in occasional site visits or field observations when required, under supervision.
  • Provide logistical and documentation support for field activities and reporting.
  • Travel may be required on a limited basis.


Required Qualifications
  • Bachelor's degree in Environmental Studies, Environmental Science, Planning, Biology, Anthropology, Geography, Natural Resources, or a closely related field.
  • 0-2 years of experience in environmental planning, environmental science, or a related field (internships and academic project experience may count).
  • Basic understanding of NEPA and federal environmental compliance.
  • Strong organizational, writing, and document management skills.
  • Proficiency with Microsoft Office applications (Word, Excel, Outlook).
  • Strong attention to detail and ability to follow established procedures.
  • Effective written and verbal communication skills.


Preferred Qualifications
  • Familiarity with federal environmental programs or work with federal agencies.
  • Coursework or experience related to NEPA, ESA, CWA, or cultural resources compliance.
  • Experience supporting records management, database tracking, or administrative program support.


Work Location & Schedule
  • This position is primarily on-site at the BIA DESCRM office in Phoenix, Arizona.
  • Minimum in-office requirement: four (4) days per week.
  • Remote work, if available, is limited and based on government direction and workload-not employee preference.
