Job Description

We have an opening for the Cruise Missile Modernization Associate Program Director and W80-4 Project Engineer. As Associate Program Director (APD) of the Cruise Missile Modernization section within the Weapon Technologies and Engineering (WTE) Program, an element within the Strategic Deterrence (SD) Directorate, this position will ensure the integration of the W80-4 Life Extension Program (LEP), W80-5, and future Cruise Missile Modernization efforts across the WTE portfolio. As Project Engineer, this position is responsible for providing leadership to the engineering elements of the W80-4 LEP as well as ensuring broad integration across the W80-4 project. This position is administratively in the Defense Technologies Engineering Division within the Engineering Directorate. This position will report programmatically to the WTE Program Associate Director.

This position may offer a hybrid schedule, which includes the flexibility to work from home. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

You will:
  • Provide management oversight, technical direction, and leadership for all W80-4 engineering program elements including coordination with the Materials and Manufacturing Capabilities APD and direct support to the W80-4 Program Management Office.
  • Implement and direct engineering project management approaches for effective accomplishment of the programmatic and institutional objectives, participating as a member of the WTE senior management team in the planning, implementation, and execution of short-term and strategic goals, initiatives, and project deliverables, and ensuring compliance with NNSA enhanced management requirements and alignment in communications to staff.
  • Participate as a member of the WTE senior management team in formulating and preparing W80-4 program budgets, including managing the W80-4 engineering budgets from NA-125 (and other sources) and ensuring L2 milestones are monitored, tracked, and successfully completed.
  • Serve Strategic Deterrence leadership teams with expert and timely technical and management advice on all Cruise Missile Modernization matters, integrating W80-4/W80-5 with other programmatic activities.
  • Communicate and represent LLNL, SD, W80-4, and WTE positions across the Laboratory and the National Security Enterprise (NSE) sites, maintaining regular and constructive communications with W80-4/W80-5 NSE and Air Force partners, and supporting the obligation to anticipate and meet technical and programmatic needs of program customers.
  • Provide leadership and direction to ensure safe and efficient execution in all Cruise Missile Modernization engineering activities.
  • Develop staffing requirement plans for the Cruise Missile Modernization engineering program elements, supporting strategic investment in program personnel to foster an agile, motivated, well-trained, and sustainable workforce.
  • Perform other duties as assigned.


Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in engineering, materials science, or related technical field or the equivalent combination of education and related experience.
  • Expert level knowledge of, and significant experience in execution of nuclear weapon design, life extension and modernization programs, systems engineering, requirements management, weapon assessment activities, and product realization processes between design and production agencies.
  • Expert leadership and management skills, with significant experience directing large, diverse multidisciplinary teams in successfully delivering complex technical programs, managing milestones, meeting deadlines, achieving institutional goals and objectives; effectively managing complex projects with broad scope, including technical, financial, and staffing components.
  • Demonstrated ability to define roles, prioritize activities, and implement strategies for operational efficiency.
  • Demonstrated ability to build and maintain strong relationships with diverse stakeholders, including Federal Program Offices, Production Agencies, and Department of Defense organizations.
  • Exceptional communication skills, with significant experience in writing reports, presenting and explaining updates, and negotiating and influencing change and decision-making at senior levels.
  • Significant experience implementing safety and security policies and procedures, identifying hazardous conditions, and taking corrective action to ensure personnel have the necessary training, equipment, warnings, and tools to work safely and securely.

Qualifications We Desire
  • Master's degree in engineering, materials science, or related technical field or the equivalent combination of education and related experience.
  • Significant experience sustaining productive relationships with other divisions, directorates, laboratories, plants, NNSA management, other institutions across the DOE and DOD enterprise, and external advisors and reviewers.
  • Familiarity with national security policy issues and with Laboratory and external contacts working these issues.
  • Subject Matter Expert (SME) level knowledge of Nuclear Weapon Engineering.
  • Expertise and significant experience with project management tools and techniques, including work planning, scheduling, cost estimating, analyzing, and managing budgets, project control reporting, and Earned Value Management Systems (EVMS).

Pay Range:

$338,580 - $431,568 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
