Jira Configuration Expert & Agile Standards Lead

Seeking a Jira Configuration Expert & Agile Standards Lead to support a large DoD healthcare program (JOMIS/DHMS). This individual will own Jira as an enterprise system while also driving Agile standardization across multiple teams.

Core Focus:

• Own and optimize Jira + Confluence as the system of record for delivery
• Define, standardize, and enforce Agile best practices across teams
• Translate Agile frameworks into structured, repeatable processes within Jira

Agile Leadership / Process Standardization:

• Define and implement Agile standards, playbooks, and best practices across teams
• Translate Agile frameworks into Jira workflows, roadmaps, and governance models
• Partner with government and program leadership to align on Agile execution expectations
• Drive PI planning, retrospectives, and continuous improvement initiatives
• Identify gaps in Agile adoption and implement corrective actions across teams

Jira Platform Ownership:

• Serve as the primary Jira admin/configuration SME across the program
• Own workflows, permissions, dashboards, roadmaps, and governance structures
• Build scalable Jira environments (projects, boards, JQL filters, automation)
• Ensure data integrity and board hygiene across teams
• Develop dashboards and reporting for executive-level visibility (risks, blockers, dependencies)
• Leverage Confluence for documentation and integration with Jira workflows

Technical / Functional Requirements:

• Hands-on Jira experience at scale including:
• Workflows, permissions, issue security
• JQL, dashboards, automation tools (ScriptRunner, Jira Automation, APIs)
• Experience designing data models (issue types, fields, taxonomy) for reporting consistency
• Strong Agile experience across multi-team environments (PI planning, backlog standards, roadmaps)
• Experience building reporting frameworks for leadership visibility
• Ability to manage multiple workstreams across support, enhancements, and strategy

Nice to Have:

• Experience with DHMS, DHA, or federal health programs
• Experience using Generative AI tools (Gemini, etc.) for Jira automation and process improvement
