Duties

The United States Space Force (USSF) Space Operations Command (SpOC) at Cavalier Space Force Station, North Dakota is searching for a Resource Advisor and Program Manager (NH-0560-03, GS 12/13 equivalent).

Description:
Serving as a Budget Analyst, the incumbent must possess comprehensive knowledge of budgetary methods, regulations, and mission-aligned funding processes, coupled with proficiency in automated data systems and administrative policies. They must demonstrate advanced skills in analyzing program changes through techniques like cost-benefit analysis and amortization while excelling in the formulation, justification, and execution of assigned budgets. Strong communication abilities are required to advise on budgetary actions and present data-driven solutions to funding challenges. Operational requirements include the ability to safeguard sensitive or classified information, travel via military or commercial aircraft for TDY assignments, and work unscheduled overtime. This position demands the maintenance of a Secret clearance, the annual filing of an OGE-450 Confidential Financial Disclosure Report, completion of annual ethics training, and fulfillment of Financial Management Certification Level 2 requirements in accordance with the National Defense Authorization Act.

The ideal candidate performs a diverse range of budget functions, including the formulation, execution, and analysis of budgets for substantive programs and critical support activities. This individual is responsible for managing routine and complex budgetary requirements for assigned mission activities and organizational components while simultaneously directing administrative, personnel, and manpower support programs to ensure mission success.

Key Skills and Abilities:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
2. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
3. Knowledge of administrative, personnel, and manpower regulations, operating procedures, and policies to support the organizational mission.
4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization) to analyze and evaluate the effects of changes in program plans and funding.
5. Skill in formulating, justifying, and/or executing assigned budgets/programs.
6. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions and administrative directives.
8. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
  • PCS is not authorized. Incentive is not authorized.
