Job Description
Duties
1. Performs administrative and technical duties as a first-level supervisor. Assigns work to subordinates based on priorities, the
difficulty of the work to be performed, and the capabilities of employees. Evaluates work performance of subordinates.
2. Serves as a lead staffing specialist resolving very difficult personnel problems in one or more disciplines (staffing, EEO, resource management) in support of a major headquarters organization (e.g. Major/Unified Command) and throughout the installation.
3. Performs a broad range of management advisory services for recruitment and placement of civilian employees for unique and dynamic organizations (e.g. Major/Unified Command). Advises employees and supervisors on legal and regulatory requirements or entitlements. Coordinates recruitment and placement actions with AFPC, Career Programs, Office of Personnel Management, Direct Examining Units (DEUs), etc.
4. Participates in special projects and initiatives and performs special assignments. (5%)
5. Participates in the administration of self-evaluation. (5%)
6. Administers the Civilian Human Resource Management program for the installation. Advises management on efficient and effective use of civilian human resources.
7. Provides oversight for the Equal Employment Opportunity (EEO) Program to establish plans to enhance civilian employment opportunities of minorities, people with disabilities, and women; and coordinates and approves quarterly briefings to the EEO Committee on program objectives and status.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Provides management oversight for activities involved in organizing, coordinating, directing, and overseeing civilian personnel support; comprehensive organizational analysis; total force accountability; and contingency operation support. Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. Recommends selection of candidates for positions; recommends position structure changes; takes disciplinary actions and hears and resolves formal employee complaints and grievances as delegated by higher level management; and assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge and understanding of federal merit principles and personnel management functions, theories, and techniques and the relationships of the various personnel disciplines.
2. Skill to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. Skill to gather factual data and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
3. Knowledge of, and ability to interpret and apply laws, executive orders, regulations, policies, and concepts pertaining to affirmative employment and EEO issues. Knowledge of management and installation missions and objectives and their implications on personnel programs.
4. Although a qualified typist and specialized computer skills are not required, many personnel processes are automated and familiarity with and knowledge of operating a personal microcomputer and utilizing standardized computer software programs is highly desirable. Ability to plan, organize work, and meet deadlines
6. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
