Job Description

Duties

  • You will analyze, evaluate, and report to management on the effectiveness of operations in meeting established goals and objectives.
  • You will analyze management information requirements to develop program or administrative reporting systems, including the system's specifications, data gathering, analytical techniques, and systems evaluation methodology.
  • You will conduct studies of employee and organizational efficiency and productivity, and recommend changes or improvements in organization, staffing, work methods, and procedures.
  • You will develop new or modified administrative program policies, regulations, goals, or objectives.
  • You will plan, develop, and conduct internal review studies, management surveys, and research projects, and provide advisory services on issues of moderate scope and impact to the organization.
  • You will develop statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources.
  • You will participate in meetings to ensure timely, efficient direction, corrdination and intergration of all workforce development requirements for program requirement matters.
  • You will review, monitor and provide recommended changes for contract requirement documents which may include Performance Work Statements and Funding documents applicable to workforce requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You may be recalled to duty.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Problem Solving (a) Ability to establish and maintain contacts with functional specialists as appropriate to ensure that the Branch stays current with evolving program requirements
(b) Provides program guidance and technical support and assistance especially involving issues of greater complexity including the preparation of analyses and reports in usable formats
(c) Ability to collect and analyze pertinent statistical and organizational data that reveals training and developmental requirements from a workforce competency perspective. (d) Requires an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.

2. Management Surveys and Advisory Services (e) Ability to design, plan and conduct management surveys to research issues of substantial scope (f) Ability to interpret a wide range of information and use the findings to make proposals. (g) Ability to review vendor quote/s, then selects the proposal that best meets the requirement needs and budget.

3.Studies and Analysis (h) Ability to provide program cost, analysis annual/year long fiscal and developmental/phasing of annual training requirements for Command Organizations. (i) Ability to receive and maintain cognizance of approved funds and the day-to-day management and administration of the Command training budget. (j) Ability to perform risk assessments for human capital strategies by analyzing and assessing risks associated with workforce development and capability deficiencies and identify mitigation strategies to address specific risks. (k) Ability to gather, interpret, analyze, and correlate a wide array of competency/skill set data to identify impacts to mission accomplishment and validate competency alignment and capability requirements.

ORAL AND WRITTEN COMMUNICATION SKILLS (l) Ability to communicate human capital management programs to inform, educate, and influence workforce on current or future initiatives, serving as Command liaison with Communities of Interest (COI) managers. (m) Ability to design briefs and presentations to present findings, provide multiple courses of action and recommendations regarding new and existing results gathered from training and workforce development program directives, policies, and plans. (n) Ability to effectively communicate program goals and statuses to influence managers or other officials to accept and implement findings and recommendations on training and developmental goals.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR
Possession of an LL.B. or J.D. that is related to this position being filled.

OR
A combination of experience and graduate education as described above that equates to one year of experience
