Senior Law Enforcement Policy Assessment Analyst

Premier is seeking a Senior Law Enforcement Policy Assessment Analyst with at least ten (10) years of experience working at both the strategic and operational levels within the law enforcement community. Candidate will support the Under Secretary of Defense for Intelligence & Security (USD(I&S)). The Law Enforcement Policy Assessment Analyst is responsible for reviewing, analyzing, and evaluating law enforcement policies and practices to ensure compliance with federal, state, and local laws, as well as alignment with best practices and organizational standards. This role supports transparency, accountability, and continuous improvement within public safety agencies by providing data-driven insights and actionable recommendations. This position is onsite in Washington, DC. Veterans are encouraged to apply. This position requires at active DoD TS/SCI clearance.

Job Duties:
  • Conduct comprehensive reviews and assessments of DoD law enforcement policies, procedures, and operations.
  • Analyze DoD policies for alignment with legal requirements, civil rights protections, and recognized best practices (e.g., DoD directives, standards, and guidance).
  • Identify gaps, inconsistencies, and risks within current law enforcement protocols.
  • Draft reports, summaries, and policy recommendations aimed at improving law enforcement practices and outcomes.
  • Collaborate with law enforcement leadership, legal counsel, community stakeholders, and external agencies during policy development and evaluation processes.
  • Monitor and interpret relevant legislation, court decisions, and regulatory updates affecting law enforcement operations.
  • Assist in the development and implementation of training materials and compliance programs related to policy updates.
  • Track trends in use-of-force incidents, misconduct complaints, community interactions, and other key performance indicators (KPIs).
  • Support audits, internal investigations, and accreditation efforts as needed.


Required Qualifications:
  • 10+ years of experience working at both the strategic and operational levels within the law enforcement community
  • Experience identifying stakeholders, foster collaboration, lead groups, develop and advocate positions, build and articulate defendable arguments, negotiate compromises in a multi- functional environment, and persuade management to accept proposals and recommendations.
  • Experience working with two or more of following: Criminal Justice Information (CJI)(NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.
  • Strong Analytical Skills: Ability to analyze data, identify trends, and draw conclusions.
  • Excellent Communication Skills: Ability to communicate effectively both orally and in writing.
  • Research Skills: Ability to conduct research, gather information, and analyze data.
  • Problem-Solving Skills: Ability to identify problems, develop solutions, and implement changes.
  • Knowledge of Law Enforcement Practices: Understanding of law enforcement policies, procedures, and operations.


Preferred Qualifications:
  • Experience as a Federal police officer or criminal investigator (FBI, DEA, DHS, etc.), DoD Law Enforcement (Special Agent, Military Police).
  • Experience in OSD, Joint Staff, Military Department, or Combatant Command staff.
  • Experience with collection and analysis processes of one or more of the following: CJI (NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.
  • Comprehensive knowledge of Federal statutes, advance and contemporary investigative principles and techniques relative to rule of evidence, search and seizure, surveillance, apprehensions, arrests, interviewing and interrogations, and judicial proceedings.
