Site Lead
DOD/Department of the Navy/NAVSUP
Background: The Site Lead serves as the contractor’s on-site lead responsible for overall contract execution, supervision of all administrative support personnel, performance management, customer satisfaction, and ensuring compliance with all PWS requirements across NAMRU-D.
Place of performance: Naval Medical Research Unit-Dayton (NAMRU-D), Wright-Patterson Air Force Base, Ohio
Schedule Hours: Monday – Friday Normal Government Business Hours typically: 0700–1600 or 0800–1700
Requirements:
• Minimum 3 years of supervisory/team management experience
• Minimum 3 years of experience within military medical research and development activities OR military administrative support activities
• Minimum of a Bachelor’s Degree from an accredited college/university
Experience related to:
• MEDIG
• Records Management
• Forms Management
• Directives and Correspondence Management
Preferably experience within the Department of the Navy (DoN)
• Strong understanding of: DoN Correspondence Manual, Standard Subject Identification Codes, OPNAV Administrative Manual, SECNAV M-5210.2, SECNAVINST 5216.5
• Proficiency in: Microsoft Word, Excel, SharePoint & PowerPoint
• Strong written and verbal communication skills
• Ability to delegate tasks, manage deadlines, and ensure customer satisfaction benchmarks are exceeded
Duties and Responsibilities will include, but are not limited to the following:
Contract Management & Oversight
• Serve as the primary contractor point of contact for the Government COR, CO, XO, DFA, and leadership
• Oversee the execution of all PWS task areas across all administrative support functions
• Ensure full contract compliance with all PWS requirements, performance standards, and QASP metrics
• Monitor deliverables, deadlines, reporting requirements, and customer satisfaction benchmarks
• Conduct internal quality control and ensure corrective actions are implemented when needed
Personnel Management
• Supervise contractor staff across all labor categories
• Delegate work assignments and establish priorities
• Manage staffing coverage during business hours and mission-critical periods
• Ensure personnel performance meets or exceeds contract standards
• Coordinate onboarding, scheduling, accountability, and continuity of operations
Administrative Program Oversight
• Oversee:
o Front Office Operations
o MEDIG readiness
o Records Management
o Forms Management
o Correspondence Control
o Directives Management
o Training Management
o Support Agreement Management
o Executive/VIP coordination
Compliance & Inspection Readiness
• Ensure command readiness for inspections and audits
• Maintain compliance with:
o DoD
o DoN
o BUMED
o NAMRU-D directives
• Ensure MEDIG programs remain inspection-ready at all times
Reporting & Communication
• Submit monthly status reports with invoices
• Participate in quarterly program management reviews
• Maintain routine communication with Government leadership
• Escalate issues, risks, and performance concerns proactively
Knowledge Management
• Maintain filing systems, records, SharePoint workflows, and document control processes
• Ensure compliance with:
o SECNAV M-5210.2
o SECNAVINST 5216.5
o DoN Correspondence Manual
o Standard Subject Identification Codes
o OPNAV Administrative Manual
