*THIS POSITION IS CONTINGENT UPON CONTRACT AWARD*

SOSi is seeking a utilities manager responsible for oversight and management of power generation (spot and prime), fuel storage and distribution systems, water (ROWPU) and wastewater treatment systems. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Essential Job Duties
  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.
  • Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Determine schedules, sequences and assignments for work activities, based on work priority, type of utility services and skill of personnel.
  • Monitor work locations in order to detect unsafe work conditions and implement process improvements.
  • Monitor employee work levels and review work performance in terms of quality, productivity and customer satisfaction; mentor employees; and train local nationals.
  • Participate in budget preparation and administration, coordinating purchasing and documentation, and monitoring departmental expenditures.
  • Interpret work orders and associated specifications, operating manuals/procedures and technical publications in order to properly schedule work and provide advice to workers.
  • Conduct or arrange for worker training in utilities operational procedures; repair and maintenance techniques; and equipment use.


Qualifications

Minimum Requirements
  • Active Secret Clearance.
  • Minimum of five (5) years of experience managing:
    • Spot (stand-alone) generators and/or
    • Prime power generation systems
  • Minimum of three (3) to five (5) years of experience managing multiple functional areas in similar environments
  • Bachelor's degree in Electrical, Mechanical, or Civil Engineering, or at least ten years of direct experience in utilities management in lieu of formal education.
  • Experience in developing and managing fleet management and maintenance programs, service scheduling systems and establishing and maintaining bench stock/authorized stock levels for O&M parts
  • Experience supporting overseas U.S. Government contracts in austere environments (e.g., Polar Services, LOGCAP, AFCAP, FMS programs).
  • Working knowledge of Fleet Management software (e.g., Fleet Mate) and Enterprise Asset Management (EAM) systems (e.g., Maximo).
  • Experience with Reliability Centered Maintenance (RCM).
  • Experience operating and maintaining bulk and retail fuel storage and distribution systems.
  • Ability to write manuals and Standard Operating Procedures (SOPs).
  • Ability to personnel in utilities operations and maintenance.
  • Knowledge of water production systems (ROWPU) and distribution as well as wastewater treatment systems and maintenance.
  • Skilled in preparing, developing, analyzing and interpreting budgets.
  • Ability to define problems, collect and analyze data, establish facts, and propose solutions.
  • Ability to exercise sound judgment and make decisions independently.
  • Ability to read, analyze and interpret policies, procedures and technical documentation.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Knowledge of principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods and coordination of people and resources.
  • Knowledge of principles and processes for providing excellent customer service.
  • Knowledge of processes supporting contract performance at overseas facilities.
  • Ability to work in a fast-paced environment and manage multiple priorities and schedules.
  • Demonstrate cross-cultural awareness in international environments.
  • Strong organizational and time management skills.
  • Expert communication skills to facilitate and disseminate information.
  • Valid driver's license from home of record
  • Valid US State approved certification for water and wastewater treatment.
  • Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health and security measures.
  • U.S. citizenship required.

  • Standard working hours; may require occasional evening or weekend work.
  • Work is performed both indoors and outdoors, in various weather conditions.
  • Exposure to potentially hazardous materials and environments; appropriate safety measures must be followed.
