Job Description

The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Facilities Engineer to provide support to our customer, Program Manager Training Systems (PM TRASYS) out of Orlando, Florida . The ideal candidate will be a Facilities Engineer with DOD Acquisition experience.

DESCRIPTION OF RESPONSIBILITIES:

Responsibilities include but are not limited to:
  • Training Systems Range Support: Supports Program Office, which has an overall acquisition responsibility to support design and sustainment of over 1400 ranges across the service, of which over 165 are instrumented.
  • Facility & System Engineering: Provides expert facility, system, and project engineering support to PM TRASYS, overseeing the sustainment of diverse small arms, rocket, miscellanies direct and indirect fire, vehicle gunnery, and specialized ranges (Rifle, EOD, MOUT, Live Fire Shoot Houses). Ensures maximum operational readiness and strict compliance with safety standards for both instrumented and non-instrumented training environments to optimize shooter/leader feedback.
  • SOW & Technical Review: Delivers comprehensive Scope of Work (SOW) requirements and Requirements Traceability Matrices (RTMs). Conducts rigorous technical reviews of drawing proposals and engineering designs, providing actionable feedback to ensure precise project execution and technical accuracy.
  • Range Control Systems: Conducts advanced analysis of Range Control Systems, identifying critical communication hardware gaps and synchronizing the integration of legacy and modernized systems. Manages complex frequency and spectrum deconfliction to provide stakeholders with data-driven recommendations that maintain cost, schedule, and performance parameters.
  • Future-Proofing & Software: Proactively adjusts project scopes to incorporate infrastructure requirements for future software increments, ensuring long-term system interoperability and technological relevance.
  • Lifecycle Refresh: Develops and manages RTMs, RTVMs, and SOWs for large-scale technology and target refreshes across Marine Corps ranges, ensuring standardized modernization of training infrastructure.
  • IPT Support: Supports Integrated Project Teams (IPTs) through the full acquisition lifecycle of target replacements, including the facilitation of pre-award and post-award conferences to ensure mission alignment.
  • Site Validation & Surveys: Executes technical site surveys to validate project requirements, ensuring physical site conditions and infrastructure capabilities are accurately aligned with stakeholder expectations and mission needs.
  • GAT & Quality Assurance: Provides critical support for Government Acceptance Tests (GAT), verifying that all delivered systems and facilities meet the stringent technical specifications and operational requirements established in the SOW.
  • SME Representation: Serves as a Subject Matter Expert (SME) during onsite requirement validation for the Ground Range Sustainment Program (GRSP) and Range Training Sustainment Program (RTSP), directly ensuring project objectives meet Fleet Marine Force training requirements.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Bachelor's degree and four plus (4+) years' experience desired. (Work experience can substitute for degree(s)
  • Professional Engineer (PE) certification highly preferred.

REQUIRED SKILLS AND EXPERIENCE:
  • Demonstrated experience in electrical or facility engineering is preferred.
  • Experience with government targeting systems or computer simulations is preferred.
  • Experience with reviewing engineering change proposals (ECPs) or requirements documentation is preferred.
  • Experience with RSMeans software is preferred.
  • Experience working with public works on military bases is preferred.
  • Experience in Program Management or working in a Program Management shop.
  • Experience with AutoCAD and/or SPECtrum is preferred.


DESIRED SKILLS AND EXPERIENCE:

Previous Project Engineering experience is highly desired.

REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be a U.S. Citizen
  • Must have an active Secret clearance.
