Help

As a SUPERVISORY CONCEPT OF OPERATIONS BRANCH CHIEF at the GS-0301-15 some of your typical work assignments may include:
  • Leads the development, integration, and oversight of Concepts of Operations (CONOPS) and Concepts of Employment (CONEMPs) to define joint warfighting capabilities for a 15-to-20-year horizon.
  • Serves as a key advisor to the Chairman, DJ-7, and senior leadership on operational issues, technology impacts, adversary threat trajectories, and alignment with the National Defense Strategy.
  • Integrates operational concepts into myriad analytic efforts, including the design and execution of wargames, Table-Top Exercises (TTXs), and studies to validate future force designs.
  • Negotiates and influences senior executives (2- and 3-star level) across the DoD, interagency, and international partner nations to ensure unified participation in joint force development.
  • Manages day-to-day administrative and personnel operations for a branch of approximately 11 military, civilian, and contractor experts, including performance management and training.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Applying expert knowledge, skill, and assessment of U.S. and adversary methods of warfighting, capability trends, joint warfighting operations, and operational assessments to provide expert advice and analysis to senior staff and managers within the Joint Staff, Combatant Commands, and Services on operational issues of major importance;
  • Utilizing expert knowledge of planning methods to design applications of Concepts of Operations (CONOPS) into analytic activities such as wargames and analytic studies.
  • Monitoring future adversary threat trajectories, to include tactics, techniques, procedures, and capabilities being developed by other countries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
