In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes:(1) Knowledge of, and skill in applying analytical and evaluative methods and techniques of operational postal service, including the ability to efficiently and effectively operate all facets of a full-service post office (2) Knowledge of postal organizational structure, operations, and management to include pertinent laws, regulations, policies and precedent of United States Postal Service and DoD/AF that affects postal service (3) Knowledge of regulations affecting such issues as wartime and contingency operations, exercise support, security procedures. mobility operations, postal operations, support agreements, and noncombatant evacuation procedures (4) Knowledge of postal functions to include Postal Finance, Postal Service Center, Receipt and Dispatch, and Registry.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and education may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and skill in operating a full-service post office and BITS.
2. Knowledge of the DoD Postal Manual, U.S. Postal Service directives, and AF and PACAF Supplements to the DoD Postal Manual pertaining to operation of a post office. Knowledge of the DOD official mail manual pertaining to operation of the BITS.
3. Skill in providing postal services to authorized patrons - preferably derived from previous experience in at least two of the following: as a Postmaster, or duty in a postal detachment, postal squadron, postal directorate, or Joint Military Postal Activity.
4. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Provides postal services to over 10,000 active duty personnel and dependents stationed on Osan Air Base, and other authorized DoD employees, eligible contractor personnel, and sister-service patrons stationed or transiting Osan Air Base.
- Manages the processing of incoming and outgoing U.S. mail and administrative communications for Osan Air Base, This includes personal and official correspondente, and packages, critical aircraft parts (MICAP 999) and vehicle components (AWP) for Base Supply, medical supplies sent through the U.S. Postal Service, highly sensitive registered mail shipments, and other official mail for all base functions.
- Oversees the receipt and dispatch of mail to Seoul Aerial Mail Terminal and Air Mobility Command (AMC) for onward movement to intended recipients.
- Directs work through subordinate supervisors/leaders. Conducts on-site surveys of large volume Activity Distribution Offices (ADO) on Osan Air Base and analyzes data related to Osan Air Base-wide expenditure of the annual 51FW Official Mail budget.
- Manages 35 personnel in the economical processing and safeguarding of all personal and official mail throughout the BITC for Osan Air Base. Provides technical guidance and postal expertise for contingency and operations plans pertaining to Osan Air Base.
- As Official Mail Manager for Osan Air Base, Korea, develops and manages comprehensive policies, standards, and guidance for management of official mail as directed in Air Force Supplement to DoD Official Mail Manual, DoD 4525.8-M.
