Job Description

Duties

  • Plans, organizes, and directs the activities of the Organization, Data Management and Continuous Improvement Teams within the Manpower Division (SAF/AARM) ensuring compliance with legal and regulatory requirements and meeting customer needs. Develops goals and objectives that integrate organization objectives.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents SAF/AARM with a variety of installations and functional area organizations. Establishes, develops, and maintains effective working relationships with other SAF/AAR Supervisors (Division/Branch Chiefs), AF/A1M, AF/A8 and HAF 2-Itr Points of Contact.
  • Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Will be required to work other than normal duty hours which include evenings, weekends, holidays or other unique shifts.
  • Must be able to obtain and maintain SECRET security clearance.
  • This is a centrally managed position.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of quantitative and qualitative techniques to apply management engineering principles, concepts, and methodologies and financial management directives, concepts, and procedures, guidance and policy. Expert knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure and competitive sourcing studies. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations in the portfolio. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of quantitative and qualitative techniques to apply DoD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, and procedures, guidance and policy.

2. Expert knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure and competitive sourcing studies.

3. Knowledge of Department of the Air Force Organization structures, Continuous Process Improvement program, the Department of the Air Force policy, procedures, processes, schedules and associated products for developing and processing Organization Change Request.

4. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations in the portfolio.

5. Knowledge of safety and security regulations, practices, and procedures.

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
