A GS-1152-9, PRODUCTION CONTROLLER (CONSTRUCTION):
Conditions of employment
GENERAL EXPERIENCE :
Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.
SPECIALIZED EXPERIENCE :
Must have at least 24 months experience education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities. Experience in performing or supervising journeyman level work in a production facility. Experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc..

A GS-1152-9, PRODUCTION CONTROLLER (CONSTRUCTION):
- Review and validate work requests (oral and written) for accuracy, feasibility, and validity.
- Coordinate with external organizations such as safety, fire, security, communications, occupational health, and environmental teams.
- Manage CES work control systems and implement related procedures.
- Estimate resources such as materials, man-hours, and equipment time.
- Determine funding types, prepare and approve job/work orders, and schedule work upon receipt of materials.
- Develop and monitor work order priority programs.
- Coordinate multi-shop projects and ensure efficient use of personnel, funds, and materials.
- Establish maintenance priorities and coordinate work schedules for civilian and military personnel.
- Manage vehicle and equipment assignments, including external resources.
- Review processes, workflows, and space utilization for improvements.
- Coordinate with the Real Property Office for capitalization.
- Apply and ensure compliance with directives from OSHA, NEC, DOD, DOT, and environmental standards.
- Oversee automated work control and supply programs, including the ANG CES Work Order Management System.
- Identify and address problem areas using automated management tools.
- Develop procedures, maintain automated reports, and provide input for facility utilization and energy reporting systems.
- Establish job/work orders under proper funding codes.
- Coordinate budget submissions and ensure expenditures comply with legal allocations under agreements like the Real Property Maintenance Master Cooperative Agreement.
- Manage CES storage facilities and coordinate equipment and material movement.
- Conduct trend analysis and review customer feedback to provide guidance for service contracts and self-help customers.
- Visit job sites to monitor progress and implement changes to avoid delays.
- Ensure proper handling of equipment and hazardous materials.
- Oversee periodic inspections of Real Property and Installed Equipment inventory.
- Maintain long-term maintenance and repair backlogs and forecast maintenance requirements.
- Administer the Recurring Maintenance Program (RMP) to ensure continuous maintenance for facility systems.
- Coordinate maintenance schedules with contractors and base maintenance forces.
- Manage material requirements for RMP cycles and minimize mission interruptions.
- Operate the CES Command Control Center during normal, contingency, and emergency operations.
- Manage radio networks, LAN systems, and telecommunications devices.
- Develop contingency and recovery plans, track personnel, equipment, and vehicles, and make critical decisions during emergencies.
- Maintain facility and construction records, monitor warranty programs, and administer contracts as a Contracting Officer Representative.
- Ensure compliance with statements of work and inspect completed work.
- Manage CES mobility equipment and supply programs.
- Provide training to drill status guardsmen and act as the primary supply liaison.
- Oversee Civil Engineering equipment/material accounts through integrated computer systems.
- Requisition materials and services, monitor requests, and manage purchases through programs like the Government Purchase Card (GPC).
- Coordinate training schedules for contractors, employees, and guard personnel.
- Develop training plans and conduct training on CE ANG-approved systems.
- Monitor vehicle status, manage maintenance and assignment programs, and recommend vehicle retention or acquisition.
- Other duties as assigned.
