Job Description

Duties

  • You will analyze and define network requirements; define and maintain network infrastructure; configure and optimize network servers, hubs, routers, and switch; and analyze and monitor network workload.
  • You will analyze and resolve system hardware failure and software failure.
  • You will develop local guidelines and standard operating procedures concerning the operation and use of network services and activities.
  • You will take action to design, develop, implement monitor and maintain network systems, activities, and services.
  • You will ensure that installations include provisions for software testing, user training, application revision and documentation.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting inspections of network systems for adequacy, efficiency, and need for improvement.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing technical assistance and guidance to network systems users, managers, contracting personnel and personnel in other lines of work or disciplines.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information. IT-related experience demonstrating this competency include: Conducting training for personnel on the installation, operation, and maintenance of network equipment.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving difficult and complex configuration problems involving a variety of network requirements, business requirements and operating techniques as required.

Your resume must also demonstrate at least one year of experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: P lan ning and maintaining management services, implementing network service installations, conducting inspections of network systems AND conducting training regarding the installation, maintenance, and operation of network equipment.

Education

You may also meet the minimum qualifications through education and/or combination of education and experience by satisfying one of the following:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

-This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.
This designation requires the incumbent to:
1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. For more information, please review DoDM 8140.03 and supporting DON policies.
2. Participate in continuous professional development program as described in OoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
3. Acknowledge responsibilities in writing via command designation letter.
