Job Description

Responsibilities

  • Manages experienced professionals who exercise latitude and independence in their assignments.
  • Often heads one or more sections or a small department. Plans, conducts and supervises assignments, generally involving larger and more important projects or multiple projects.
  • Evaluates and determines changes in methods or procedures in assigned area of responsibility.
  • Determines candidates for employment/termination, conducts performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies.
  • At least 4 years in a supervisory capacity.
  • Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
  • Manages a directorate within a division. Has supervisory and developmental responsibilities within a functional area.
  • The program director manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Acts as a technical liaison with vendors.
  • Trains and supervises personnel.
  • Assists in proposal process and coordinates with Pricing Department when required.
  • Responsible for all phases of the program budget.
  • Performs analysis for contract reviews with various software.
  • Develops Quality Assurance Programs for all products and services.
  • Prepare Staffing Plans, including skill and labor mix, to support contract operations.
  • May be responsible for recruiting, interviewing, and hiring staff.
  • Assign staff and provide technical direction as necessary to complete task.
  • Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  • Develop and deliver required contract, departmental, project and/or financial reports.

Overview/ Responsibilities:

The successful candidate will lead and manage a large program, be responsible for successful program execution and attainment of all contractual performance requirements, customer satisfaction, and achievement of all cost, schedule, and quality objectives. The candidate is responsible for meeting revenue and margin objectives as established by Sector guidance, and development of growth strategies to meet desired growth objectives. He/she must be highly collaborative, working across organizational boundaries to assist other business and functional leaders where possible.

Specific responsibilities include:

• Lead and manage project development from inception to deployment, with expertise in network sustainment.
• Direct all phases of projects from inception to completion.
• Responsible for Cost, Schedule, and technical performance of multiple projects or major tasks.
• Act independently to uncover and/or resolve issues associated with the development and implementation of operational programs.
• Demonstrated capability to manage multiple network projects.
• Ability to drive performance in a team environment with responsibilities to assist in the development of new technologies to address existing network challenges.
• Participate in negotiation of contract and contract changes.
• Act as a primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.
• Applies extensive expertise in the management and leverage of security tools, security incident handling, and incident remediation.
• Develops new business and/or expands existing task orders.
• Establishes milestones and monitors adherence to plans and schedules, identifies project problems and obtains solutions, such as allocation of resources or change contractual specifications.
• Directs the work of employees assigned to the project(s) from technical, management and administrative areas.
• He/she will collaborate with functional and line of business leaders to ensure all contractual requirements are met, resulting in quality deliverables, high levels of customer satisfaction, and excellent CPAR evaluations of our work.

Qualifications

Required Qualifications:

The successful candidate will have experience, knowledge, skills, and abilities as outlined:

• BS 10-12, MS 8-10, PhD 5-7
• Must possess and maintain an active U.S. Top Secret Security Clearance/SCI
• Must possess the required DoD 8140 certification (e.g., CompTIA Security+).
• At least 10 years of progressively responsible leadership with P&L Leadership experience for a portfolio of programs valued up to $20M in annual sales.
• Experienced in delivering complex program objectives to include network sustainment.
• Excellent business acumen; strong understanding of federal procurement, contracting, and financial rules and regulations.
• Ability to develop and maintain a robust pipeline of qualified opportunities within targeted DoW accounts, and a strong understanding of the technological trends, needs, and buying habits of the customer.
• Ability to forecast client needs and propose solutions that meet their needs while profitably growing our business.
• Possess superior people skills and ability to build a positive work culture and environment, and interact effectively with employees and all levels of management.

• Willingness to travel both domestically and internationally, as needed
• PMP certification
• Proven ability to partner with growth professionals to build constructive relationships with key customers, and shape and capture business opportunities

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, Arcfield invests in its employees beyond just compensation.
