Duties

SUMMARY:
The primary purpose of this position is to apply English as a Second/Foreign Language (ESL/EFL) principles, practices, and techniques to provide academic support to DLIELC students; to complete administrative actions for student academic training and student training records management; and to complete a wide range of support services for the Instruction Branch; to teach ESL/EFL classes.

DUTIES:
  • Serves as an ESL/EFL expert providing guidance, counseling, and remediation services for international military students and US students in an English Language Training Program.
  • Assists first-line supervisors with data tracking of ancillary trainings, professional development trainings, TMT taskers, accountability exercises, scheduling, and special projects.
  • Performs a wide range of data management and planning/scheduling tasks to support the Instruction Branch.
  • Conducts ESL/EFL/ESP instruction and/or ESL/EFL instructor training for international and US students and/or instructor-students at the resident campus on a substitute and/or short term basis.

  • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
  • Incumbent must obtain and maintain a secret clearance as a condition of continued employment in this position.
  • Due to mobility agreement required for employment, a physical examination is required and must be maintained, for deployment, to include items mentioned on SF-78.
  • Must be able to obtain and maintain the appropriate security clearance.
Qualifications

Condition of Employment continued:
Incumbent highly desired to have, as a minimum, one of the following:
a. Master's degree in one of the following disciplines: Teaching English to Speakers of Other Languages(TESOL) / Teaching English as a Second Language (TESL) / Teaching English as a Foreign Language(TEFL); English as a Second Language (ESL) / English as a Foreign Language (EFL); Applied Linguistics(or Linguistics);
OR
b. Undergraduate degree in ESL/EFL; English; foreign languages; AND one year of professional level experience teaching ESL/EFL to adults.
OR
c. any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics) AND one year of professional level experience teaching ESL/EFL to adults.
QUALIFICATIONS:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcripts with your application.

Combination of education and experience
Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of ESL and EFL principles, approaches, teaching principles and methodology, understanding of ESL/EFL pedagogy and ESL/EFL program management principles. Knowledge of English language to include grammar, phonology, linguistic functions, and American culture. Knowledge of the American culture and its relationship to the English language. Knowledge of the DLIELC American Language Course (ALC); knowledge of training administration, policies and procedures. Professional knowledge of pedagogical applications of available training materials (books, software, audio training aids/materials) in relation to ESL instructional needs of students requiring supplemental language training. This knowledge is required in order to refer DLIELC student to appropriate resources and materials suitable to meet their ESL independent study needs and to help them apply instructional concepts presented to address their language skill needs. Knowledge of automated systems, personal computers, and software in order to enter and extract data, make and create reports, correspondences, and spreadsheets. Knowledge of data-collecting methods needed to prepare accurate statistical data and reports using office automation software. Knowledge of record keeping procedures to accurately manage student training records.

EDUCATION: Applicant has two (2) years of progressively higher level graduate education leading to a master's degree ormaster's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
Applicants have a combination of experience and education to qualify for this position AND when combined total at least 100%. NOTE: You MUST submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Professional knowledge of ESL/EFL principles, approaches, and methodology.
  • Expert knowledge of English language to include grammar, phonology, linguistic functions, and American culture.
  • Knowledge of the DLIELC American Language Course (ALC); knowledge of training administration, policies and procedures. Knowledge of student training goals and objectives and ability to advise students.
  • Knowledge of automated systems, personal computers, and software, and ability to efficiently utilize them in the performance of duties and responsibilities.
  • Ability to analyze data to identify discrepancies, take corrective actions, track taskers, ensure completion/closeout of requests, verify information, request for information, and certify accuracy of student records data. Ability to analyze, evaluate, and accomplish special training studies and projects.
  • Ability to communicate effectively both orally and in writing, using tact and courtesy. Ability to work harmoniously with students and organizational personnel.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
