Reporting directly to the Deputy Program Manager, the Deputy of Operations (DOO) will provide daily oversight of all installation/base operations and support functions at the Hawthorne Army Depot. The DOO will ensure safe, efficient, compliant, secure, and modernized operations. The DOO will be responsible for the Operations Department and oversee up to eight divisions to include the following: (1) Fire and Emergency Services; (2) Installation Security and Antiterrorism; (3) Environmental; (4) Occupational Health and Industrial Hygiene; (5) Vehicle Fleet Operations; (6) Utilities & Energy; (7) Tenant Manager Support; and (8) Government Property & Inventory Management. Serves as the supervisor of each division lead, to include the Chief of Security and Fire Chief, and ensure that each division is supported with the resources necessary to run their division. The DOO will also interact with and coordinate with up to three additional Department Leads (Demil & Ammunition, Supply Depot Operations, and Maintenance) to support the overall HWAD mission in a GOCO environment. The DOO will drive continuous improvement, innovation, and modernization initiatives to enhance operational efficiency, safety, and infrastructure at the world's largest ammunition storage depot.

This is a contingent position expected to be located in Hawthorne, NV. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do

Fire, Emergency, and Security Compliance / Coordination

  • Collaborates with the Chief of Security and Fire Chief to interpret and enforce all applicable policies across the Depot and Installation.
  • Serves as liaison between Installation leadership and local jurisdictions, coordinating agreements with the Army and external agencies (Mineral County, Sheriff's Department, local fire services).
  • Ensures compliance with DoD, Army, and NFPA standards, including emergency response and antiterrorism/force protection requirements.

Government Property & Inventory Management

  • Directs the property accountability program in compliance with Army regulations and GFP/GFE requirements.
  • Serves as primary interface with the Government Property Administrator.
  • Ensures team resourcing to execute recurring and ad hoc inventory requirements.

Operations Training & Safety

  • Leads the Operations training program, ensuring personnel maintain required certifications and qualifications.
  • Plans and executes installation-wide training events and safety stand-downs.
  • Integrates training with Safety and Occupational Health programs to achieve full compliance and zero lost-time incidents.

Environmental Compliance

  • Collaborates with the Environmental Manager to ensure compliance with RCRA, NEPA, and NDEP requirements.
  • Oversees permit submissions, monitoring, and reporting activities.
  • Ensures operations align with environmental restrictions and sustainability initiatives.

Vehicle Fleet Management

  • Oversees fleet operations and establishes controls for vehicle issuance based on validated need.
  • Holds the Vehicle Fleet Manager accountable for safety, usage, maintenance, and lifecycle management.
  • Oversees vehicle lease programs, as applicable.

Utilities & Energy

  • Collaborates with Utilities & Energy leadership and external providers to ensure service reliability.
  • Develops and oversees emergency response plans for utilities and energy systems.

Tenant Support

  • Directs support to Installation tenants, including NUWC and DLA.
  • Ensures delivery of mission-critical services (equipment, transportation, facilities support, custodial, pest control, etc.).

Occupational Health & PPE

  • Ensures the Occupational Health Clinic operates in compliance with all applicable standards.
  • Holds subcontractor accountable for clinic scheduling and program effectiveness.
  • Ensures proper issuance and management of PPE to support operational needs.

Performance Metrics & Reporting

  • Manages Operational Performance Metrics, including data entry, analysis, and reporting.
  • Recommends and implements improvements to enhance visibility for senior leadership and Government stakeholders.

Installation Operations & Leadership Support

  • Oversees coordination of special events and distinguished visitors.
  • Supports PM and DPM initiatives to maintain a professional and ethical organizational climate.
  • Plans, executes, and monitors personnel and financial resources within scope, schedule, and budget constraints.
  • Leads multiple teams, including subordinate managers, supervisors, and subcontractors.
  • Develops program status reports and interfaces with Government and contractor personnel.
  • Drives process improvement and operational innovation.

Miscellaneous

  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • High School degree with 12+ years of relevant operational experience on a military installation, OR associate's degree in engineering, science, business, or related field with 10+ years of relevant management experience, OR bachelor's degree in engineering, science, business, or related field with eight or more (8+) of relevant management experience, OR master's degree with six or more (6+) years of relevant management experience.
  • Experience supporting or leading base operations at a military depot, installation, or similar high-security industrial facility.
  • Familiarity with Army Regulations (ARs), DoD Instructions, and Federal regulations governing installation support functions (safety, security, environmental, property accountability, etc.).
  • Must be fluent in speaking and writing the English Language.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Prior Hawthorne Army Depot experience, ideally within the HWAD operations.
  • Project Management Professional (PMP) certification or DAWIA Level III in Program Management.
  • Five or more (5)+ years of experience in Supervisory Defense Operations and/or Planning experience, overseeing operations and/or shifts including over 50 staff.
  • Experience and/or knowledge of Unions and/or Collective Bargaining Agreements.
  • Experience with Government Property systems (e.g., GFP accountability, WAWF, DPAS).

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
  • The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more.
  • Travel Required ~10% travel required.
