KBR is seeking a Senior Proposal Writer to support high-priority US Government proposals across defense, intelligence, civilian, and space markets. This role is a hands-on senior writing position responsible for authoring and owning major proposal volumes-including technical, management, transition, staffing, and past performance-while collaborating closely with capture managers, solution architects, SMEs, and proposal managers.

The successful candidate will play a critical role in developing and submitting high-quality, compliant, and compelling proposals to secure Government contracts. The ideal candidate is an experienced federal proposal professional who can translate complex technical and operational solutions into clear, compliant, and compelling narratives aligned to solicitation requirements (Sections L & M) and KBR win strategies. This position requires a strong understanding of Government procurement processes, exceptional writing and commination skills, and the ability to work collaboratively with cross-functional teams.

Key Responsibilities:
  • Proposal Development: Research, write, and edit proposals in response to Government solicitations (RFPs, RFQs, RFIs, etc.). Translate technical and management solutions into clear, compelling, and customer-focused narratives. C reate compelling, persuasive, and effective proposals that reflect KBR's core values and mission. Write evaluator-focused, benefits-driven narratives aligned to Section L instructions and Section M evaluation criteria.
  • Leadership: Serve as Volume Lead and/or Lead Writer for Technical, Transition, and Management Volumes of proposals. Mentor junior proposal writers to strengthen strategic thinking, judgment, and proposal writing skills.
  • Compliance: Ensure proposals are compliant with solicitation requirements and government regulations. Identify content gaps and proactively resolve compliance or clarity risks.
  • Collaboration: Work closely with SMEs, project managers, solutions architects, capture managers, and other stakeholders to gather information, clarify substantive questions, and ensure the material's meaning, language, and context are clear. Conduct interviews with experts and convert the information into precise, clear, and succinct text. Adjudicate reviewer comments and implement revisions under tight deadlines. Coordinate with graphics teams to support compliant and effective visuals.
  • Strategy: Develop proposal strategies and value propositions to increase the likelihood of successful bids.
  • Quality Assurance: Review and revise proposals to ensure accuracy, clarity, and consistency.

Required Qualifications:
  • Clearance: Active TS/SCI
  • Education: Bachelor's degree in English, Journalism, Marketing Communications, Technical Communication, or a related field.
  • Experience: Minimum 9 years of experience in traditional Government proposal content development. Demonstrated history of crafting successful, convincing proposals for governmental evaluation. Ability to operate as both a lead writer and volume lead, shaping technical approaches while maintaining alignment with capture strategy and win themes. Experience in analyzing/interpreting RFP requirements for the development of compelling, compliant, and solution-based technical responses.
  • Skills: Exceptional writing, editing, proofreading skills, and strong attention to detail. Ability to work under tight deadlines and handle multiple projects, meeting and managing deadlines, and ensuring the timely delivery of proposals.
  • Knowledge: Familiarity with Government procurement processes and regulations, including FAR, DFAR, and other relevant guidelines. Strong understanding of RFP structures (Sections L, M, PWS/SOW). Experience with proposal development processes.
  • Technical Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).


Preferred Qualifications:
  • Experience in FEDSIM proposals.
  • Knowledge of industry-specific Government contracting requirements.
  • Understanding of emerging generative AI best practices. Experience using generative AI tools to support writing compelling and compliant proposals.
