Position Overview
The S-6 Department is experiencing a significant increase in workload in support of mission-critical web services, SharePoint, Power Platform applications, and enterprise reporting solutions. This role provides contracted technical support to assist with the development, deployment, sustainment, and continuous improvement of collaboration and data platforms operating within a DoD IL5 environment.
The ideal candidate is a technically versatile developer with strong security awareness, capable of supporting multiple platforms while maintaining compliance with DoD cybersecurity and governance standards.
Primary Responsibilities
I. Web Development
Design, develop, and maintain secure web applications supporting operational and business workflows.
Utilize HTML5, CSS3, and modern JavaScript (ES6+) for front-end development.
Develop backend services using .NET Core, Java Spring Boot, or Python (Django) depending on project requirements.
Implement secure, RESTful APIs using OAuth 2.0, SAML, or other approved authentication mechanisms.
Work with DoD-approved relational databases such as SQL Server or PostgreSQL.
Deploy applications to IL5-compliant cloud environments (e.g., Azure Government).
Apply secure coding standards and participate in the secure development lifecycle (SDLC).
Identify and mitigate common web application vulnerabilities.
Ensure compliance with networking and encryption standards (HTTPS, TLS).
II. SharePoint Development & Sustainment
Support SharePoint Server hosted in an IL5 environment.
Develop custom solutions using SharePoint Framework (SPFx), including client-side web parts and extensions.
Customize SharePoint sites using modern UI frameworks such as React, Angular, or Vue.js.
Automate administration tasks using PowerShell.
Enforce SharePoint permissions, access controls, and governance policies.
Integrate SharePoint with Power Apps, Power BI, and authorized external systems using secure APIs.
Monitor audit logs, performance, and availability.
Manage patching, updates, backup, recovery, and content governance activities.
III. Power Apps Development
Design and develop Canvas and Model-Driven Power Apps supporting operational requirements.
Build data-driven applications using Microsoft Dataverse and approved IL5 data sources (SharePoint, SQL Server).
Implement Data Loss Prevention (DLP) policies and role-based access controls.
Integrate Power Apps with SharePoint, Power Automate, and Power BI.
Provide application sustainment, troubleshooting, and updates.
Support end users through documentation, training, and tiered support activities.
IV. Power BI Development
Develop data models and dashboards using Power BI Desktop and Power BI Pro.
Connect securely to IL5-approved data sources (SQL Server, Dataverse, SharePoint).
Create DAX calculations and implement data transformations.
Design interactive dashboards and reports for leadership and operational users.
Apply Row-Level Security (RLS) and enforce least-privilege access.
Embed Power BI content into SharePoint and Power Apps solutions.
Manage dataset refresh schedules and ongoing report maintenance.
Required Qualifications
Active Secret security clearance (must be current and adjudicated).
DoD 8140 / 8570 IAT Level III certification (e.g., CASP+, CISSP, CISM, or equivalent).
Demonstrated experience supporting systems in DoD IL5 environments.
Hands-on experience with:
Web application development
SharePoint Server administration and development (SPFx)
Microsoft Power Platform (Power Apps, Power BI)
Strong understanding of DoD cybersecurity requirements, access controls, and auditability.
Ability to work independently in an OCONUS environment while coordinating with government and contractor stakeholders.
