Job Description

Duties

  • Serves as Command Ethics Advisor and assists the Staff Judge Advocate in carrying out responsibilities in matters pertaining to administrative law, focusing on ethics and related areas, including the Joint Ethics Regulation. Complex issues commonly addressed include general officer and spouse travel, widely attended gatherings, speaking engagements, conferences, changes of command, retirement ceremonies, gifts to the Command or its leaders, foreign gifts, Combined Federal Campaign and other fundraising, use of official representation funds and government position or resources, meetings with contractors, relationships with non-Federal entities, private organizations in the Headquarters, and political activity in the workplace, among others.
  • Serves as command fiscal law advisor and regularly acts as legal advisor on fiscal law matters involving large sums of money and all appropriation types from DOD and non-DOD agencies relating to command activities. These activities and programs often involve complex legal and/or factual issues and present unique or novel situations having no legal precedent in this new and quickly evolving area of space as a potential warfighting domain.
  • Provides legal advice and counsel regarding all areas of administrative and civil law, including real estate, environmental law, personnel law, and information law. Assists the Staff Judge Advocate in carrying out responsibilities in matters pertaining to administrative law, focusing on information, privacy and civil liberties law and related areas.
  • Represents the USSPACECOM/JA office at meetings on issues related to the functional areas assigned, and other legal matters as necessary. Attends meetings with high-ranking officials from HQ USAF, DoD, COCOM, other governmental agencies, and non-governmental entities on matters relating to USSPACECOM.

  • The incumbent must possess a law degree from an American Bar Association (ABA) accredited law school, and be a fully qualified attorney admitted to the bar of the highest court of a State or the District of Columbia, and maintain such admission
  • Employee must adhere to the Air Force Rules of Professional Conduct and requirements specified in AFI 51-101
  • Prior Joint military law office experience is highly desired. Recent and significant experience (5 years relevant work experience at a headquarters or equivalent level within the past 7 years of practice) in this area is preferred

Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.

Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of Federal ethics, fiscal, administrative, and civil law; comprehensive knowledge of the policies and procedures of the Department of Defense (DoD) and the Joint Staff, and have a working understanding of the inter-agency process.

2. Thorough knowledge of theories, principles, and techniques of legal research, familiarity with general legal resource materials including those from electronic and Internet media and proficiency in the use of such materials.

3. Ability to effectively engage in extensive interactions with senior military and civilian officials on a significant number of complex issues. Skill in devising negotiation strategies, and then implementing those strategies in negotiations with senior attorneys or officials at the international, Federal, and State levels, in both the public and private sectors.

4. Advanced skill to interpret and apply statutory, regulatory, and procedural requirements to unusually difficult and complicated issues. Skill in analyzing and applying the law to specific federal situations, resulting in a conclusion which is legally supportable by statute and/or case law and implementing regulations. Ability to interpret and apply historical and current case law reflecting the judicial philosophy used in the interpretation and application of the law to a given set of facts and circumstances that may be highly complex and/or a case of first impression.

5. Ability to develop, integrate, and implement solutions to diverse, highly complex problems across multiple areas and disciplines; and develop plans and techniques to fit new situations to improve overall program and policies. Ability to plan, organize, direct, and lead a team tasked to originate new ideas, projects, and methodologies.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Required to disclose any pending ethics or other judicial or miscellaneous allegations under review including any adverse findings by a State bar or judiciary committee and must consent to provide a letter from each State where admitted to demonstrate good standing.
Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
