Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing theories, principles, practices, and techniques of advertising/marketing/public affairs/journalism to plan and direct the implementation of a multi-media advertising program; 2) Managing several complex projects from inception to conclusion at once; 3) Communicating orally to make formal and impromptu presentations concerning advertising programs to senior officials, and civilians; 4) Writing briefing documents, reports, and supporting material for use by senior officials; and 5) Planning and utilizing various forms of media to support specific program needs. NOTE: All experience must be fully demonstrated in your resume to be considered for the position.

GS-11 Ph.D. or equivalent doctoral degree;

3 full years of progressively higher level graduate education leading to such a degree;

- You will serve as the Program Advertising Manager (PAM) within the U.S. Navy Recruiting Command's Marketing and Advertising Department Operations Division.
- You will review and evaluate advertising agency proposals by ensuring marketing objectives and strategies achieve Navy's recruiting and branding goals alignment within budget, advertising schedules, media plans, and strategic priorities.
- You will construct long-term advertising objectives, strategies, and production budgets for a 12-month span to enhance the effectiveness of the program.
- You will ensure short-term, day-to-day execution of all elements of the program including budgeting, planning, coordination, and analysis of advertising effectiveness and quality control.
- You will maintain and track records on all projects including correspondence and reviewing RADs log; review packages, copies of copy/layout and art/ mechanical materials; a sample of the final product, and analysis of advertising results.
- You will provide guidance to all department program managers with budgeting and contracting.
- You will plan and manage the local advertising program and provide research and analysis support for the Marketing Department and field recruiting personnel.
- You will establish plans and execute production schedules through liaison with advertising agency counterparts, Public Affairs offices and commands; liaison with the field will be phone/email and production shoots are in person.
