This position has a Selective Placement Factor. If applying for the GS-0819, Professional Environmental Engineering Series, you must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. If applying for the GS-1350, you must currently be a registered Professional Geologist in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying broad knowledge of remedial action concepts and advanced environmental engineering or geological principles and practices to serve as the Navy's technical representative in the full spectrum of environmental restoration issues. 2) Interpreting laws, regulations, and policies, especially NCP, CERCLA, SARA, RCRA, Environmental Restoration guidelines, and other Applicable or Relevant and Appropriate Requirements (ARARs) to effect good business decisions, quality assurance and successful project execution.3) Developing and maintaining project criteria, schedules, and budgets in conformance with project and customer requirements and applicable policies and guidance. Preparing Scopes of Work, Government Estimates, conducting contract negotiations, and managing contract task orders. And 4) Reviewing and providing comments on contractor's technical reports and work plans to ensure high quality deliverables are provided.

- You will serve as a Senior Remedial Project Manager (RPM).
- You will be responsible for the success of the ER Program, including site inspection, remedial investigations and feasibility studies.
- You will prepare and advise other RPMs on technical scopes of work.
- You will prepare detailed cost estimates for use in obtaining project and overall ER program funding.
- You will consult with engineers, geologists, chemists and other professionals to resolve complex problems during remedial investigations.
