Job Description

Duties
Help
  • Analyze program data such as costs, migration schedules to identify patterns, and insights for improved decision-making.
  • Develops cost estimate sources, methods, controls, and projections using a variety of techniques where applicable to understand complex problems and forecast outcomes.
  • Applies logical reasoning and analytical methods to support solutions for program resource allocation, logistics, and personnel management.
  • Engages with other DISA divisions to ensure that the OCFO is involved from a strategy, budgetary, financial, and business perspective to meet DISA and OCFO mission objectives by providing data-driven insights and analysis.
  • Supports and develops cost recovery models and proposes rates for new and existing DISA services.

Qualifications

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as: Experience conducting operations research and quantitative and financial analysis; experience with cost analysis and estimating, including rate development, data collection and processing, planning and organizing methodologies, or building dynamic, life-cycle cost models over a broad range of acquisition pathways; OR experience with cost analysis software such as ACEIT, Microsoft Excel, Microsoft Power BI, R Studio, and Python for statistical analysis and data analytics.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

There is no substitution of education for specialized experience at the GS-14 grade level.

  • The incumbent must obtain Acquisition certification in the Business - Cost Estimating Functional Area at the Practitioner Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification.
