Job Description

Duties

The primary purpose of this position is: To serve as the Senior Program Analyst for Special Operations Forces (SOF) Planner and Programmer within the Deputy Chief of Staff for Strategic Plans and Requirements at Headquarters US Air Force, having responsibility for leading SOF planning and programming for the Rapid Global Mobility and Special Operations Forces Division.
  • Reports to Rapid Global Mobility and Special Operations Forces Division Chief in planning, organizing, and overseeing the activities of the Special Operations Forces Branch
  • Serves as planning analyst charged with full technical responsibility for planning, analyzing, and/or evaluating the effectiveness of assigned projects that develop Air Force strategic logistics readiness planning, concepts, and long-range resource allocation activities. Continually monitors, reviews, and evaluates logistics readiness areas and develops appropriate policies, procedures, and guidance.
  • Applies Air Force Special Operations Forces expertise, develops, interprets, and implements policies and procedures to provide planning guidance to facilitate the identification and determination of alternative ways to achieve the best mix of conventional and special operations forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans.
  • Develops new methods for evaluating the effectiveness of planning actions and processes in support of major Air Force mission and operational plans. Analyzes the effect of high-level decisions (e.g., Joint Chiefs of Staff), on the overall planning processes.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • This is a Term position NTE 14 Jun 2029 ; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series. 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of a wide range of qualitative and quantitative methods used to access and improve critical plans and capabilities. Knowledge needed to participate in or conduct strategy initiatives for Air Force strategic planning decisions. Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources. Develops procedures and a process to ensure Branch complies with workflow suspense (Tasker Management Tool), producing fully coordinated and adjudicated packages within the SOF Branch's timeframe

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the Department of Defense planning, programming, budget and execution system. Knowledge of Department of the Air Force policy, procedures, and schedules for developing Program Objectives Memoranda and the President's Budget Review; methods for developing long-range plans and budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclaims, and issue papers.
  • Knowledge of Air Force plans and programs goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of Air Force programs, and the manner in which the PPBE process supports them.
  • Knowledge of, and skill in, the application of Air Force Special Operations Forces expertise as it applies to assigned programs, and knowledge of weapons and related support systems.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
