Secure Communications SME III - Coalition IT and Information Sharing Support
The Secure Communi cation s SME III serves as Premier's subject matter expert on Coalition IT and in formation-shar in g capabilities support in g OSIP and the broader OUSW(I&S) mission. The role oversees in itiatives related to Coalition and CCMD IT and in formation shar in g; coord in ates across the CCMDs and DoW organizations to ma in ta in cognizance of U.S. Battlefield In formation and Exploitation Systems requirements; ensures Warfighter equities are addressed in the development, coord in ation, and implementation of Coalition IT and in formation-shar in g capabilities; and develops and evaluates OUSW(I&S) policy documents on Coalition IT systems and capabilities to ensure they meet Defense In telligence needs. This role operates at the in tersection of policy, technical architecture, and operational requirements for classified and coalition networks.

Essential Duties and Responsibilities
Coalition IT and In formation Shar in g Oversight
- Oversee in itiatives related to Coalition and CCMD IT and in formation shar in g.
- Monitor and review actions and status of various coalition systems and environments.
- Identify risks, gaps, and dependencies across the coalition in formation-shar in g portfolio.
Coalition IT Systems Coord in ation
- Coord in ate across the CCMDs and appropriate DoW organizations to ma in ta in cognizance of U.S. Battlefield In formation and Exploitation Systems requirements.
- Ensure Warfighter equities are addressed and supported in the development, coord in ation, and implementation of Coalition IT and in formation-shar in g capabilities.
- Serve as the OSIP po in t of contact for coalition network architecture and in teroperability issues.
Policy and Strategy Development
- Develop and evaluate OUSW(I&S) policy documents on Coalition IT systems and capabilities, ensur in g they meet Defense In telligence needs.
- Brief senior leaders on Coalition IT and in formation-shar in g issues.
- Coord in ate policy products across the DIE, Jo in t Staff, CCMDs, Services, and coalition partners.
Report in g and Deliverables
- Produce decision brief in gs, white papers, and staff packages on ad hoc schedule (Tech Exhibit 2).
- Produce meet in g m in utes with in five work in g days of applicable meet in gs.
- Produce travel trip reports with in ten work in g days when requested.
- Contribute content to the Contractor's Monthly Status Report.
Required Qualifications
Clearance
- Active Top Secret clearance with SCI eligibility; in -scope Tier 5 (T5) or T5 Re in vestigation per ICD 704.
- Eligibility for SAP access per DoWM 5205.07-V2.
- Ability to obta in and ma in ta in a Common Access Card (CAC).
- Will in gness to sign NDA and COI memorandum with in five workdays of contract placement.
Education
- Bachelor's degree from an accredited university. Degrees in computer science, in formation systems, cybersecurity, telecommunications, electrical eng in eer in g, in telligence studies, or a related field are preferred.
Experience
- M in imum eight (8) years of experience in secure communi cation s, classified network operations, or coalition/mult in ational in formation-shar in g environments support in g DoD or IC customers. (Experience floor reflects SME III journey-level recruit in g basel in e.)
- Demonstrated experience with one or more coalition and mult in ational in formation-shar in g environments, such as: BICES (Battlefield In formation Collection and Exploitation System), CENTRIXS (Comb in ed Enterprise Regional In formation Exchange System), Mission Partner Environment (MPE), Pegasus/FVEY environments, or NATO Secret networks.
- Demonstrated experience with DoD classified networks (SIPRNet, JWICS, and Special Access Program networks) and the authorities and procedures govern in g cross-doma in in formation transfer.
- Demonstrated experience translat in g operational warfighter requirements in to in formation-shar in g architecture and policy products.
Skills and Competencies
- Expert work in g knowledge of DoD and IC policies govern in g classified in formation shar in g with coalition and foreign partners, in clud in g Foreign Disclosure processes.
- Work in g knowledge of communication security concepts and controls: firewalls, access controls, cryptographic controls, and cross-doma in solutions.
- Strong technical writ in g: ability to author and coord in ate policy documents, Concept of Operations (CONOPs), and Standard Operat in g Procedures (SOPs).
- Ability to brief technical material clearly to non-technical senior leaders.
- Expert proficiency with Microsoft Office (Word, PowerPo in t, Visio) and secure collaboration tools.
Preferred Qualifications
- Prior assignment to OUSW(I&S)/OUSD(I&S), Jo in t Staff J6, DISA, a Service SIG IN T/cyber/communications staff, a CCMD J6, or an equivalent secure communi cation s or coalition-network staff.
- Graduate degree in a technical or national security discipl in e.
- Current DoD 8140 / DoD 8570 IAT Level II or higher qualification (e.g., Security+, CISSP, CISM).
- Experience with the Mission Partner Environment (MPE) in itiative or Comb in ed Jo in t All-Doma in Command and Control (CJADC2) in formation-shar in g activities.
- Experience support in g Foreign Disclosure or Military In telligence Disclosure Policy Committee (MIDPC) activities.
- Work in g knowledge of DoW Manual 5110.04 (Correspondence Management) and equivalent staff in g standards.
