The Nuclear Enterprise Mission Division (NEMD) is seeking a Division Operations Lead (DOL) to join our team. NEMD, in collaboration with MITRE's divisions supporting Navy, OSW, Joint Staff, and Combatant Commands, leads a dynamic work program focused on accelerating the evolution of the United States' nuclear deterrent capabilities. NEMD is collaborative and team focused, willing to take risks to deliver innovative technical work that delivers impact across our sponsors and the enterprise at large. The NEMD work program provides threat-informed, data-driven modernization recommendations, prototypes, and analyses that accelerate the fielding of warfighter capabilities and allows for the cost-effective modernization of Nuclear Command, Control, and Communications (NC3), Weapon Systems, and NC2 Platforms and Mission Systems.
NEMD's work program is centered in Bedford, MA with teams in McLean, VA; Colorado Springs, CO; Omaha, NE; Hill AFB, Utah; and Eglin AFB, Florida. The DOL is a strategic partner to the Division Director (DD) and Division Chief Engineer (CE) and works collaboratively with other Air and Space Force Center (A&SFC) Directors, CEs, and DOLs as well as Department Managers (DMs), Department CEs, Project Leads (PLs), and other MITRE partners to successfully execute the MITRE's Nuclear Enterprise strategy and operating plan while achieving key outcomes across MITRE's Air and Space Forces Center (A&SFC). The DOL contributes to the development of the NEMD strategy, executes core business functions, leads efficient and effective execution of operations functions within the division and in collaboration with the Air & Space Forces Center, and tracks program execution against defined strategic outcomes.
The scope of the assignment spans across the entire Nuclear Enterprise work program at MITRE, including execution of our NEMD strategy and collaboration across ~30 work programs. NEMD sponsor organizations include but are not limited to USSTRATCOM, NC3 Enterprise Center (NEC), Joint Staff, OUSW(A&S), OUSW(R&E), Air Force Nuclear Weapon Center (AFNWC), Air Force Global Strike Command (AFGSC), and PMA-271.
It is expected that the DOL will also contribute to the NEMD direct work program at least 25% of their time.

Roles & Responsibilities:
- Work alongside the division leadership team to 1) develop and execute the NEMD strategy, 2) manage and execute the work program, and 3) plan and execute financial and operational activities within NEMD. This includes weekly division leadership team engagements, bi-weekly syncs with finance, regular engagement with project leaders and group leaders, monthly execution reviews with VPs/Directors, and regular interactions with the A&SFC Ops team.
- Serving as the primary steward, work together with the senior leadership team to define, evolve, and realize division strategy.
- Refine and execute division operating and knowledge management plans to enable NEMD's work program execution and successful realization of NEMD strategy.
- Develop new processes and approaches to make the organization more efficient, streamline tasking that occurs on regular cadences, and develop methods to reduce the overhead associated with executing the organization.
- Support the Division Chief Engineer with the development and management of any Capstone, Capability Funds, Program Development/Special Initiative (PD/SI) proposals and other innovation-based ideation.
- Serve as a key communication conduit to ensure consistent messaging across the NEMD team to include key partner organizations; support development of monthly highlights, Impact Stories, quarterly reports, annual reports and MNS Performance Reviews (MPRs).
- Support the Managing Director and Department Managers in maintaining staff coverage, resourcing projects, progressing the ceiling allocation process, and other key operations functions to ensure NEMD successfully executes the work program.
- As required, the DOL will engage with key Sponsors to help the Managing Director manage relationships, realize sponsor engagement strategies, and shape the NEMD work program. As appropriate, they will engage in direct sponsor work in support of critical strategic outcomes.
- Participate in Center activities and work with the team of operations leads from across the Center to ensure that NEMD can efficiently and meaningfully address needs across the Air and Space Forces Center.
Basic Qualifications:
- Typically requires a minimum of 8 years of related experience with a bachelor's degree; or 6 years and a master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.
- Active Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance.
- U.S. Citizenship required.
- Experience working with the Federal Government and specifically the Department of War.
- Demonstrated experience in building trusted relationships.
- Strong written and verbal communication skills.
- Demonstrated professionalism engaging with a diverse set of senior leaders and sponsors.
- Possess an entrepreneurial spirit.

Preferred Qualifications:
- Active TS/SCI clearance and access to classified infrastructure at the TS and SCI levels.
- Familiarity with Air and Space Force Center operations.
- Experience applying the Objectives and Key Results framework (OKR).
- Understanding of the Nuclear domain and relevant challenge areas within the nuclear domain.
- Familiarity with MITRE's NSEC and A&SFC business, contractual, and operational cycles (e.g., MRT, funding processes, Ceiling, PWS, etc.).
- Familiarity with MITRE's processes and policies across multi-classification level labs (e.g., capital processes, compliance, etc.).
- Strong financial acumen; experience with project budgeting, staff planning, and pipeline development. Familiarity with Clarity and other project planning tools.
- Experience leveraging AI to streamline business processes and work flows to enable the organization to execute more efficiently and reduce workloads related to repeatable tasks.
- Strong understanding of one (or more) relevant technical areas: Communications and Networking, Systems Engineering, Sensors, Software Development, Nuclear Effects, or Cyber Resiliency.
- Two years of project or people leadership experience.
- Technical and business understanding of FFRDC and National Security Engineering Center (NSEC) operations.
