Duties
Help

  • Advises senior management and supervisors on the procedural and legal requirements in various financial functional areas such as Planning and Execution, Financial Management, Civilian Pay, and HAF FYDP
  • Identifies and interprets guidance affecting the FM/budget execution environment
  • Works with the Division Chiefs in planning and organizing the activities of the Divisions
  • Represents SAF/AAR at a variety of installations, functional area organizations, as well as organizations throughout DoD

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, a wide range of advanced FM principles, concepts and practices, as all as seasoned consultative skill sufficient to provide management consultative service involving the full spectrum of FM functions ( e.g. Planning and Execution, Finance Performance Management, Civilian Pay, and HAF FYDP) sufficient to resolve complex finance resource problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Congressional, OMB, DAF PPBE processes, SAF/FM processes, methods, practices, procedures, regulations, and policies to formulate, justify, and report E&EE and MCE (i.e., organization representation funds) and reconcile the budget for assigned budget accounts.
2. Comprehensive knowledge of financial management systems and concepts, and program policies, principles, and practices AND skill in leading a team effort, planning and executing complex, multi-faceted projects, coordinating activities and evaluating the acceptability of analytical methodology.
3. Skill in researching, analyzing and interpreting guidance/directives and issuing guidance/directives AND skill in harmoniously working with others, both in and out of the Directorate, in order to support SAF/AAR in an expert manner.
4. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
5. Ability to communicate effectively, both orally and in writing to justify, defend, present, and/or advise on budgetary processes/actions.
6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
