Job Description

Duties

- Conducts analyses, and issues policy, guidance and advice on travel management and compliance. Serves as Defense Travel Management Officer with the responsibility to establish, maintain, and enforce the USSOCOM Enterprise travel compliance program for all MFP-11 funded travel across USSOCOM.
- Provides advice, assistance, and guidance on the automated travel and manages Defense Travel System and Tier II Help Desk Support. Manages the USSOCOM Defense Travel System (DTS) automated travel and HQ USSOCOM DTS Tier II Help Desk that involves extensive worldwide travel with complicated itineraries and varying modes of transportation.
- Manages the Travel Debt Management Program. Establishes and maintains the travel Debt Management Program and Improper Payments in accordance with the DoD FMR, DFAS, and DTMO guidelines and procedures and keeps leadership informed of aged unresolved debts. Incumbent serves as the DTS Debt Management Monitor to accurately track, process, and record all actions related to government travel debt.
- Manages the Government Travel Charge Card Program. The incumbent assists with the management of the HQ USSOCOM Government Travel Charge Card Program (GTCC) Program to include account maintenance, policy, training, continuous improvement, and bank billings reconciliations with USSOCOM records for centrally billed accounts.
- Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements. Analyzes documents and ensure the sensitivity of documents is protected from unauthorized users.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes establish, maintain, and enforce the USSOCOM Enterprise travel compliance program for all MFP 11 funded travel across USSOCOM. Provides advice and assistance to the Chief of Travel Oversight and Compliance Travel Division in the USSOCOM Comptroller's Integration Directorate on the integrity of USSOCOM Enterprise MFP-11 travel management, operations, and compliance. Analyzes and implements procedures, methods, and practices relative to HQ USSOCOM automated travel requirements and Government Travel Charge Card (GTCC) program. The work supports and directly affects the USSOCOM operations which has a wide impact on all services. The work supports and directly affects the USSOCOM operations and has significant impact in providing effective, economical, and timely customer support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed knowledge of legislation, regulations, and methods used in DoD travel authorization and entitlement to effectively implement, maintain, and oversee the Defense Travel System (DTS), and ability to develop and maintain agency policy guidance based on DoD directives and regulations.
2. Expert knowledge of the functionality of the DTS system and user requirements, and development of quality assurance/compliance reporting and other analysis techniques.
3. Expert knowledge and skill to develop local procedures and coordinate changes in the processing of automated travel requests.
4. Knowledge and ability to use automated system software capabilities, i.e. Microsoft Suite, Business Intelligence, to review, report and process financial data as required.
5. Ability to perform substantial research, plan, organize and direct in-depth study in order to recommend solutions to complex transactions/problems and system and policy changes.
6. Ability to communicate effectively, both orally and in writing to resolve difficult issues and/or problems to provide advice and assistance on financial management matters relevant to DTS, to conduct training and briefings, as well as to exercise tact and professionalism in all contacts with customers and internal and external organizations.
