Job Description

Duties

  • You will provide direct technical and administrative supervision to housing specialists assigned to the housing division.
  • You will work closely with the Director providing information and recommendations for the personnel who are assigned to maintain the Housing facilities.
  • You will provide training in customer service and housing procedures and operations.
  • You will create short and long-range plans for facility maintenance, improvement requirements, grounds care, and renovation improvements to enhance the quality of life of all residents.
  • You will develop, plan, and execute a seven-year budget plan; establishing procedures and developing information systems that track current and past expenditures and estimates future requirements.
  • You will develop overall plans and procedures for contractor execution for the housing organization, resident relations, assignment procedures, eligibility requirements and quality of life conditions.
  • You will coordinate housing services, policies, and procedures with commands whose personnel use housing facilities to ensure adequate services are provided.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS -09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying residential property management principles, and concepts to provide a full range of methods and processes related to residential property management, planning, operation, occupancy, maintenance and utilization of housing facilities;
2) Directing programs in support of family housing actions (policies, procedures, and legislative actions) to ensure the accomplishment of established goals and objectives are met; and
3) Providing technical and administrative assistance (e.g., housing procedures, housing operations, housing facility maintenance) to staff and customers.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or

LL.M., if related

Conditions of Employment Cont

The work is principally sedentary, although fieldwork may be required. Employee may sit comfortable to do the work. No special physical demands are required to perform the work; however, some walking, bending, stooping, climbing, reaching and driving of an automobile are necessary.

The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted; the ventilation is adequate with an average daily ranging from 80 - 92 degrees. The work outdoors involves exposure to noisy, dusty, dirty, and warm conditions during project visits.

You must possess and maintain on file a current DD Form 577.
